The Connecticut Supreme Court ruled that the HDC had jurisdiction over all parking in an historic district, including parking lots for non-profit, private schools. According to the Supreme Court, the only exclusion to this rule is for residential parking. However, the Court reversed the HDC, ruling that it did not have before it substantial evidence to deny the certificate of appropriateness for parking in this case. Town of Enfield, et al. v. Freedom of Information Commission, et al.

The Journal Inquirer requested from the Enfield Police Department a copy of an internal affairs investigation of a police officer. The Police Department denied the request on the basis that disclosure would constitute invasion of privacy and was therefore not warranted under the FOIA. The FOIC disagreed and ordered disclosure. The Police Department appealed the FOIC's decision to the Superior Court. |

Superior Court Judge Henry S. Cohn ruled in favor of the FOIC stating that it had not acted in abuse of its discretion as regards to these records. However, the Town was able to redact all areas of the report mentioning a medical condition and referencing a rumor. Link: to Ruling |
