The meeting opened at 6:10 p.m.
Approval of Minutes: Ms. Casalone made a motion to approve the minutes of December 8, 2009. Mr. Coffey seconded the motion which passed, with 2 members abstaining.
Review of Committee Resolution: Mr. Bryanton provided the members with a revised version of the document and reviewed the proposed changes. Changes to the document must be adopted by Town Council. He asked the members to consider the changes and be prepared to discuss it again at the next meeting. There were a few minor edits and changes proposed by the members. Mr. Bryanton will update the document.
Review Program Income Reuse Plan: The members reviewed the revised plan for the reuse of revolving loan funds. Mr. Bryanton explained that the changes are necessary to reinstitute the Enfield Community Development Corporation, and to make it easier to transfer funds between RLA's. Change to the plan must be adopted by the Town Council. Mr. Edgar suggested that the document be reviewed by the Town Attorney's office prior to the Town Council adoption. Mr. Coffey had a few suggestions for improving the text. Mr. Bryanton will revise the document before forwarding it to the Town Attorney’s office.
Review Revised Loan Application Documents: The members reviewed the recently revised loan applications and guidelines for Housing Rehab, Homebuyer, and the Commercial Façade programs. There were no changes made to the Small Business Development Fund application. The members suggested a few changes and edits on some of the documents. Mr. Bryanton made note of the edits and will update the applications as needed.
Project Status Report: Staff provided the members with an up date of current projects. There have been no new loan applications for Housing Rehab since the start of the 2010. OCD is aggressively marketing the program in local publications. There have been a few new applications for Commercial Façade. Peter plans on transferring some funds to the Homebuyer program as soon as the Program Income Plan is approved.
OLD BUSINESS
Delinquencies: Staff gave an update on the status of clients who restructured their loans. There have been no new delinquencies as of January. Mr. Bryanton also provided information on the Thompsonville Creamery case. The Town will take the business owner to court if a payment plan can not be worked out. Mr. Bryanton will keep the Committee posted.
COMMITTEE COMMUNICATIONS
Lead Paint Laws: Mr. Bryanton provided the members with information about the new Renovate Right Law for home improvement contractors. He said that most contractors and homeowners are not prepared for this law which goes into affect in April 2010. The law requires contractors who perform work on both private and publicly funded jobs to be certified to identify and handle lead paint during renovations. OCD will host a work shop for contractors on March 24th.

Ms. Casalone made a motion to adjourn the meeting which was seconded by Mr. Coffey and passed unanimously. Meeting ended at 7:15.
