Roll Call: The meeting was called to order at 6:35 p.m.
Approval of Minutes: There were no minutes to vote on.
NEW BUSINESS
120 Spring Street: Mr. Bryanton stated that the applicant requested another meeting in order to address the committee regarding her finances and her ability to handle being a landlord. Mr. Bryanton made it clear that the committee would not vote on the subject tonight. Mr. Edgar stated that because a vote had already been taken, a new application would have to be filed. The other committee members agreed. Later in the meeting Ms. Deleon stopped in to discuss her situation. Mr. Bryanton stated that she would have to reapply to the program and that it is strongly suggested that she look at other properties in the area prior to submitting a new application. Mr. Deleon thanked the committee and left the meeting.
33 Wagon Road: The committee reviewed an application for housing rehab work. Mr. Metcalf provided a summary and cost estimate of the proposed work. A motion was made by Mr. Edgar to approve a deferred loan in the amount of $9,000. The motion was seconded by Ms. Casalone, and passed unanimously.
34 Ridgefield Road: The committee reviewed an application for housing rehab work. Mr. Metcalf provided a summary and cost estimate of the proposed work. Mr. Bryanton pointed out that the applicant had fallen behind on her mortgage payments and is requesting to have the late payment paid through the loan. The committee members requested a credit report to determine if the applicant has a history of late payments. They would also like an explanation concerning child support payments. A motion to table the application was made by Mr. Edgar, seconded by Ms. Casalone, and passed unanimously.
OLD BUSINESS
ECDC: Mr. Bryanton handed out a copy of a memo to the Town Council regarding the transition of the Enfield Community Development Corporation to a Community Based Organization. The Town Council will vote at its next meeting to create a Transition Committee to develop new bylaws, and complete the transition of the corporation’s Board of Directors. The members of the transition committee will include 1 member from Loan Review. Mr. Bryanton asked the members to think about who might represent the committee, and to be ready to appoint someone at the next meeting.
COMMITTEE COMMUNICATIONS
CDBG-R: Mr. Bryanton handed out information regarding property acquisitions under the CDBG-R program. A motion to enter Executive Session was made by Mr. Edgar, seconded by Ms. Casalone and passed unanimously. Mr. Bryanton explained the issues and difficulties surrounding the acquisition of these properties, and stated how the Town will proceed going forward. No votes were taken and no decisions were made during Executive Session. A motion to close Executive Session was made by Mr. Edgar, seconded by Mr. Coffey, and passes unanimously.
2010 Income Guidelines: Mr. Bryanton handed out the updated HUD income guidelines the Town utilizes for its loan programs. The new guidelines did not increase significantly from last year.
ADJOURNMENT
A motion to adjourn the meeting was made by Mr. Coffey, seconded by Mr. Edgar, and passed unanimously. The meeting adjourned at 6:45 p.m.

Post meeting conversation:
After the meeting Ms. Deleon returned with her realtor and mortgage officer. They wanted clarification about why she is required to reapply to the program. Mr. Bryanton explained that because a vote was taken at the last meeting, which denied the application, a new application would have to be filed. He also stated that while it is the applicant’s right to reapply for 120 Spring Street, she was strongly advised by the committee to consider other properties in the area. The applicant stated her concerned that she will miss out on the $8,000 first time homebuyer federal tax credit if she does not secure a home by the end of June. Ms. Deleon stated that she has looked at other properties, but is most interested in 120 Spring Street. She stated that she believes that she can handle any repairs and can also handle being a landlord. Mr. Bryanton stated that the best he could do was to ask the committee to hold a special meeting to review the new application. He stated that he would do so via email on the following day.
