Board of Assessment Appeals special meeting was held in the Enfield Room II, Town Hall
The special meeting commenced at 4:00 p.m. with Rudolph Kuraska, Chairman, present; Charles Woods, member, present; Thomas Tyler, member, present.
Appeal for James Smith, 8 Crescent Beach, Appeal #30
Mr. Smith presented an appraisal done in November 2008. This was the first time in 30 years to his knowledge his house has been appraised. He feels the square foot is wrong on appraisal. Paperwork presented to Board. The appraisal has a fair market value of $350,000. Between 2006 and 2008 there were flaws in the house. He appealed in 2006 and the value was reduced. He spent $74,000 to improve property. His house in one of a kind. There was no increase in the square footage. Feels the fair market value should be $350,000 compared to the $410,000 on town's records.
Appeal for Andrew Harrison, 12 Summer St. Appeal #37; 12 Southview, Appeal #39; 42 Pease St. Appeal # 38; 11 Garden St. Appeal #40.
Mr. Harrison was sworn for all four appeals.
Mr. Harrison grouped his three families together. 12 Summer St., 11 Garden St. and 42 Pease St. 12 Southview is a four family.
Presented comparables to Board. Comparables for his three families were 109 Windsor St., 25 Belmont, 37 New King St., and 9 Glen Arden.
Mr. Harrison states that 42 Pease St. has no garage there. The Board will have someone verify outbuilding.
Mr. Tyler asked for clarification regarding fair market value on appeal forms.
Mr. Harrison stated those figures are assessments not fair market value.
12 Southview St is a four family. Pleasant St. sold in May 2006 for $259,000
10 Thompson Court sold in November 2005 for 299,900. 58 Spring St. sold in September 2005 for 260,000. He appealed in 2006 with appraisals and there were no changes made.
Mr. Tyler asked about the income approach. He stated rents are pretty much the same.
Appeal for Brian Luongo, business personal property, Appeal #44
The secretary informed the Board there was a clerical error made in the data entry of Mr. Luongo's assessment. A certificate of correction will be made and Mr. Luongo was informed of the clerical error.
Appeal for Mr. Thomas Froment, agent, and Frances Antonacci for 53 Windsor St., Appeal #21
Presented documentation to the Board. Purchased the property for $28,500. 2003 - 2006 the house was condemned. In October 2007 the lower level of the house was secured. House was vandalized in 2007. Purchased the house with the intent to knock down. The property since purchased has been taken off the blight list. Price reflects the condition of house. House is boarded up. The yard has been cleaned. Waiting for the permit process to demolish the house. Would like a fair market value of 35,000.
Appeal for Amr Zeindeldin for business personal property, Appeal #23
Mr. Zeineldin was to authorize agent to appeal. Mr. Zeindelin signed the authorization form but left name of agent blank.
Appeal for Jessica Berube/Jack Tice, agents for 110 Prospect St., Appeal #13
They stated there's no gain in this for them. They are just helping a friend. Documents presented to the Board. The property is next to a polluted property. Believes the Town of Enfield owns the property at 98 Prospect St. Paperwork of comparables presented to the Board. 92 Prospect St., 156 Spring St and 160 Spring St. 110 Prospect St seems out of balance with similar properties. All properties are zoned I-1. 98 Prospect St. was a spill site, Phase I Environmental Case No. 200102477. Potential harm to 110 Prospect St.
98 Prospect was owned by Surriner and was sold in a lump tax lien. Feels the fair market value is worth half, not even. The property was on the market for $125,000 two years ago.
The town took the fence down and everyone was dumping on the property. The Town dumped dirt there from a development. Mr. Tyler stated the Town should get special use permits for staging. Town did clean it up, reinstalled the fence but people are still pitching stuff over the fence. All windows are smashed in the building. They will bring copies of more paperwork to the Board. Looking for a fair market value of $90,000. The building is old and needs a lot of work. Has been for sale but has received no calls. Will need environmental test.
Appeal for Enfield Hospitality LLC for 11 Hazard Ave. - no show
Meetings were set for the following week to discuss and vote on appeals.
The Board will meet at 4:00 p.m. on April 22 and April 23.
The meeting adjourned at 6:05 p.m.
