Board of Assessment Appeals special meeting was held in the Thompsonville Room, Town Hall.
The special meeting commenced at 4:00 p.m. with Rudolph Kuraska, chairman, present; Charles Woods, member, present; Thomas Tyler, member, present; Victoria Rose, secretary, present
Appeal for Olympia Sales, Thomas O’Hara, 215 Moody Rd., Appeal #23
Appeal is for the 10% penalty. Timeline of events presented to Board. Had never received this form in the past. Has been located there for forty years and never had a blemish. There was no intent. Mr. Tyler questioned if value is too high. He stated no, only appealing the penalty.
Appeal for JB Balis LLC, Demetrios Balis, 545 Hazard Ave., Appeal #31
Received registered letter. Never received original file. States was not mailed to correct address. He thinks it went to Pizza Palace. Would like penalty waived.
Philip O’Donnell, 4 Elizabeth St., Appeal #47, no show
Appeal for Darren Tucker, 367 George Washington Rd., Appeal #14
Last year had appealed. Was reduced last year but feels reduction should be more.
Mr. Tucker has less land, smaller and has no fireplace but value is higher than across the street. Mr. Tyler questioned if neighbor has pool. Mr. Tucker stated not sure if he had pool. His neighbor has 1 and ½ bath and he has two. Mr. Tucker’s square feet is 1700 and his neighbor’s is 1897. Neighbor’s is ½ acre and his is under a third. Feels fair market value should be 5000 less than his neighbor’s.
Appeal for Atlantic Woodcraft, Inc. Business Personal Property, Appeal #34
Started the business in March 2009. Supposed to have 2009 business personal property submitted but missed that date. Assessor assessed a figure and is appealing that figure. He feels his equipment is worth 34,000. He has leased equipment. Presented completed form with leased equipment on it. His computers are also leased. Feels he’s entitled to manufacturing exemption. Looking for 42,000. If you subtract exemption looking for
20 – 21,000.

Appeal for James Costa, Business Personal Property, Appeal #39
Mr. Costa stated the Town of East Windsor sent Enfield information stating still in business. Presented to Board stating business closed in 2005. Expiration date with state is 11/30/06.
Appeal for Patrick Ryan, 2 Bridge La., Appeal #24
Mr. Ryan feels assessment is higher than similar properties. Feels fair market value should be $375,000. Provided similar properties on Zillow for 1274 Enfield St. $331,000; 1346 Enfield St. $330,500. His home is not in historic district. His land value is higher than those on Enfield St. Stated it looks like Enfield St. land value is lower. Gets credit for being on main road. Mr. Tyler questioned if his comps are on Bridge Lane as he also lives on Bridge Lane but does not know Mr. Ryan. Comps of 1274 Enfield St., 1436 Enfield is 10,000 difference in land value. Enfield St. is given 10%. Mr. Tyler stated his lot is 1/6 of an acre and Mr. Ryan’s is over an acre. Mr. Ryan has 3 bedrooms and 2.5 baths. Pool was added in 2000.
His house faces Route 5. Bloom sold adjacent property to Dave Fredericks. Now there's a road by the pool. Feels lot should be valued at 85,000 - 90,000 fair market value. His value is 100,000 higher than other houses. His air conditioning does not work but box is still there. Basement has a rec room. Only part of basement is finished.
Board requests assessor to go out and look at property. Mr. Ryan's gave his cell phone number. Also only has one fireplace.
Appeal for William Green, 3 Southview St., Appeal #27
His assessment was raised. Assessor walked through a while ago but hasn't done anything since she walked through. Mr. Kuraska explained the assessment is dependent on state of completion of building permit. Gets out of work between 5:30 and 6:00. Mr. Green provided cell phone number for appointment.
Appeal for Shawn Manley, Business Personal Property, Appeal #30
In 2005 he filed a home improvement license and threw a name on it. He works for the Dept of Defense and is a reservist. He did not file is business personal property declaration. He let his license expire and is now removed from state roster.

ppeal for Eric Kusher, Business Personal Property, Appeal #45
Moved up from Florida in April 2009. Rents a small space from Enfield Builders. Has a laptop and a cell phone. He let the deadline slip by. He owns a business in Florida so is aware of how things work. Mr. Tyler asked what value is of his equipment. Mr. Kusher stated his laptop is $500 that is two years old and has a cell phone.
Appeal for Laurie Sullivan, Business Personal Property, Appeal #44
Ms. Sullivan was going to start a business at home. Never got started. Has a laptop worth $800 and is four years old. Cell phone also used. Did not notify anyone business closed.

ppeal for Davinia Rabb, 27 High Meadow La, Appeal #13
Purchased home in 2009. The selling price was 380,000. In June 2009 an appraisal was done with value of $315,000. Mr. Kuraska explained the town revaluation was done in 2006. Copy of appraisal submitted to Board. She did not receive tax bill and wants to know how to obtain duplicate bill. She feels the bank is holding too much in escrow.
Ken Crocker for Great Northeastern Foods, Business Personal Property, Appeal #80
Assessment was raised from prior year. 11,680 in 2008 then up in 2009. Current depreciation list showed to board no copy supplied. Equipment is 21 years old. Put in new cash register last year. The register was $2000. New Formica counter last year $600-900. States Simsbury has a 3000 assessment and is lower than Enfield’s assessment and is same size.
