ENFIELD ZONING BOARD OF APPEALS

MINUTES OF A SPECIAL MEETING

FEBRUARY 3, 2010

 

A Special Meeting of the Enfield Zoning Board of Appeals was held on Wednesday, February 3, 2010, in the Thompsonville Room, Enfield Town Hall, 820 Enfield Street, Enfield, Connecticut.  Chairman Yarum called the meeting to order at 6:10 p.m.

 

PRESENT:                        Peter Yarum, Chairman

                                      Maurice LaRosa

                                      Charles Mastroberti

                                      Mary Ann Turner

 

ALSO PRESENT:               Roger Alsbaugh, Assistant Town Planner

 

MINUTES

 

Mr. LaRosa made a motion, seconded by Ms. Turner, to approve the Minutes of October 26, 2009.  The Minutes were approved by a 4 – 0 – 0 vote.

 

ORGANIZATIONAL MEETING

 

Chairman Yarum reported the Board has had the resignation of Scott Hozempa and John Rinaldi.  Mr. Mastroberti has been appointed as a regular member of the Board.  The regular members are Mr. LaRosa, Mr. Mastroberti, Ms. Turner and Chairman Yarum with one vacancy.  Alternate members are Kevin Kibbe and Andrew Urbanowicz with one vacancy.  Chairman Yarum stated during the organizational meeting only regular members may vote.  The seats may contain only two members of an alternate party.

 

ELECTION OF OFFICERS

 

Mr. LaRosa nominated Mary Ann Turner for Secretary.  Mr. Mastroberti seconded the nomination.  Ms. Turner was elected Secretary of the Enfield Zoning Board of Appeals by a 4 – 0 – 0 vote.

 

Ms. Turner nominated Maurice LaRosa for Vice Chairman.  Mr. Mastroberti seconded the nomination.  Mr. LaRosa was elected Vice Chairman of the Enfield Zoning Board of Appeals by a 4 – 0 – 0 vote. 

 

Ms. Turner nominated Peter Yarum for Chairman.  Mr. LaRosa seconded the nomination.  Mr. Yarum was elected Chairman of the Enfield Zoning Board of Appeals by a 4 – 0 – 0 vote. 

 

OTHER BUSINESS 

 

Mr. Alsbaugh stated a review of the Bylaws is an option before the Board this evening. 

 

Ms. Turner stated the Board previously made a change in the Bylaws.  She added that at the Chairs meeting Planning and Zoning and Inlands and Wetlands are reviewing regulations.  She felt this Board should probably be thinking about anything the Board should be adding regarding regulations. 

 

Chairman Yarum reported things that have changed with Planning and Zoning are there was a text change in regard to the overlay district, a zoning map change to establish the overlay district and a text change to the definition of accessory buildings.  Chairman Yarum stated the Commission went with this Board’s definition of accessory buildings.  That text change was that structures which provide access to the principal building, including but not limited to decks, landings, porches, etc. are considered part of the principal structure and shall not be considered accessory structures.  The ZBA shall have no authority to vary this provision. 

 

ADJOURNMENT

 

Mr. LaRosa made a motion, seconded by Ms. Turner, to adjourn.  Following a unanimous vote, the Board adjourned at 6:20 p.m.
