MINUTES OF A REGULAR MEETING

DECEMBER 1, 2011

 

A Regular Meeting of the Enfield Aquifer Protection Agency was held on Thursday, December 1, 2011 in the Council Chambers, Enfield Town Hall, 820 Enfield Street, Enfield, Connecticut.  Chairman Duren called the meeting to order at 7:10 p.m.  The Pledge of Allegiance was recited.

PRESENT: Chairman Charles Duren and Commissioners Kathleen Sarno, Lori Longhi, Nicles Lefakis, Charles Ladd, Jr., Elizabeth Ballard, Ronald Gregory, Sr., and Alan Drinan.         

ALSO PRESENT:  José Giner, AICP, Director of Planning, and Kathleen DeGray, Recording Secretary.

ABSENT:  Commissioner Peter Falk

Commissioner Gregory is sitting in for the absent Commissioner Falk.       

FIRE EVACUATION ANNOUNCEMENT

Chairman Duren read the fire evacuation announcement.

APPROVAL OF MINUTES

July 7, 2011 Regular Meeting – Commissioner Ballard made a motion, seconded by Commissioner Gregory, to approve the minutes of July 7, 2011.

The motion was carried with a 7–0–0 vote. 

STAFF REPORTS

Mr. Giner said that there was nothing new to report in terms of applications or registrations. 

He said that he did talk to Kim Czapla at DEEP and that he would need to prepare an application to register the municipal transfer station. Mr. Giner had thought that DEEP took care of registering transfer stations, but learned otherwise when he spoke with Ms. Czapla.  The existing transfer station is located within an aquifer protection area, and Mr. Giner will be preparing an application to register it with the Aquifer Protection Agency.

Chairman Duren asked what kind of a station this was.  Mr. Giner explained it is a transfer station, the old town dump, down off of Town Farm Road and it needs a registration.

Mr. Giner next said that he would be attending an Aquifer Protection Event on Monday, December 5th, at the Connecticut Department of Energy and Environmental Protection (DEEP) on Elm Street in Hartford.  At this event, among other things, DEEP will be introducing a newly published Aquifer Protection Municipal Manual.  Mr. Giner said he hopes to get copies for everybody.  He explained that this event was originally scheduled during the week in November when we had Storm Alfred and had to be canceled due to loss of power. 

Mr. Giner said that also at the event he would be getting updates as to some changes that need to be made to the regulations, technical changes, to meet state statutes.  Definitions have been added, and certain rules have been clarified; this information needs to be incorporated into our regulations.

Mr. Giner said that he would learn more specifics at the event and would take any appropriate action.

PUBLIC PARTICIPATION

Chairman Duren opened the floor for public participation.  There was no one present who wanted to address the Commission.

ADJOURNMENT

Commissioner Longhi made a motion, seconded by Commissioner Sarno, to adjourn.  Following a unanimous vote, the Commission adjourned at 7:07 p.m.
