MINUTES OF A REGULAR MEETING
December 10, 2008
CALL TO ORDER
A Regular Meeting of the Enfield Prison/Town Liaison Committee was held at the Carl Robinson Conference Center, Enfield, Connecticut on Wednesday, December 10, 2008. Chairman Nowak called the meeting to order at 7:03pm.
ROLL CALL
Present from the Town of Enfield were: Chairman Tophie Nowak, Gretchen Pfeifer-Hall, Kenneth Edgar, Nelson Rodriguez, Captain Gary Collins, Councilman Cynthia Mangini and Carmella Brennan arrived at 7:09pm.
Present from the Department of Corrections were: Warden Jose Feliciano, Enfield CI; Warden Esther Torres, Willard Cybulski CI and Warden Bruce Cuscovitch, Carl Robinson CI.
APPROVAL OF MINUTES
A change to the minutes of September 10, 2008: Robert Mitcham to Robert Minchim. The minutes from the September 10, 2008 meeting, as corrected, were passed unanimously.

Update of Notification System
A Community Notification Schedule for 2009 was handed out.
Review of Significant Incidents or Policy Changes
Warden Torres, Willard/Cybulski – The annual shakedown took place and nothing significant was found. The community detail officer is currently unwrapping tokens from the Fourth of July Celebration and is washing them for next year. They will also be working at the Community Center of Crescent Lake to do repairs.
Warden Cuscovitch, Carl Robinson – The annual shakedown took place and nothing significant was found. There was a lockdown for a few days due to five inmates fighting which was gang related. There were minimal injuries among the staff. There is some painting going on at the facility.
The photo program is going on where inmates can send pictures home. Donations from the inmates are being sent to the Children’s Hospital in Hartford - $1000 of toys, the Enfield Police Department’s Toys for Tots - $500, My Sister’s Place - $500, The Enfield Food Shelf - $500.
Warden Feliciano, Enfield – A committee is working on developing a garden to help curb some expenses.
NEW BUSINESS
The meeting dates for 2009 will be: March 11, June 10, September 9 and December 9. The meetings will be held in the Enfield Room.
The roadwork on Shaker Road will go through the winter months.
Carmella Brennan thanked the DOC staff for all the projects they have done for the Crescent Lake Community.
OPEN FORUM AND PUBLIC PARTICIPATION
There is a hiring freeze for nonessential staff within the Department of Corrections.
Councilman Mangini asked if the State is doing anything with the radio communications upgrade throughout the prison system. At this time, the DOC is not aware of any radio upgrades. Any communications between the DOC and the Police Department is strictly landlines.
DATE OF NEXT MEETING
Chairman Nowak stated the next meeting is scheduled for March 11, 2009, 7pm at the Enfield Town Hall, Enfield Conference Room.
ADJOURNMENT
Chairman Nowak made a motion to adjourn and it was seconded. The vote was unanimous, and the meeting stood adjourned at 7:28pm
