MINUTES OF A REGULAR MEETING
June 9, 2010
CALL TO ORDER
A Regular Meeting of the Enfield Prison/Town Liaison Committee was held at the Carl Robinson Conference Center, Wednesday, June 9, 2010. Chairman Nowak called the meeting to order at 7:00 p.m.
ROLL CALL
Present from the Town of Enfield were: Chairman Tophie Nowak, Carmella Brennan, Captain Gary Collins, Representative Karen Jarmoc, Kenneth Edgar and Gretchen Pfeifer-Hall
Present from the Department of Corrections were: District Administrator Michael Lajoie, Warden Esther Torres, Warden Edward Maldonado and Warden Christine Whidden.
APPROVAL OF MINUTES
Chairman Tophie Nowak reviewed the minutes from March 10, 2010. Carmela Brennan made a motion to pass the minutes from March, all were in favor.

Report of Chairman
Chairman Nowak has received two open house invitations. Warden Whidden extended the legislative tour to the committee members that will occur at Carl Robinson Correction Institute.
Update of Notification System
Chairman Nowak stated she is getting the notifications once a month. Warden Whidden stated she thought the notifications were supposed to be twice a month (the Friday after each pay period). Warden Maldonado stated he believes the notifications were the third Thursday of every month, and will verify that. Warden Maldonado is also going to verify that everyone on the Committee is also on the Notification update list.
Review of Significant Incidents or Policy Changes
Enfield – Warden Maldonado will be having a meeting with the American Heart Association. During the week of May 3rd-7th, the facility honored Correctional Employees week. They had an emergency drill; the Fire Marshall came on May 24, 2010 (everything went well). So far they have donated $500 to the American Heart Association and $500 to the Special Olympics.
Willard/Cybulski – The Willard/Cybulski Legislative tour was May 19th, Senator John Kissel and State Representative Karen Jarmoc attended the tour which went well.
The upcoming projects the facility is preparing for are the annual book sale and preparing tokens for the 4th of July festival.
Carl Robinson – They have the Legislative tour to prepare for; they had 21 inmates confirmed at which the Archbishop from Hartford attended.
They helped the Enfield Police Department research a 911 hang up that could have been a possible officer in distress by the phone number that it was traced from.
There was an accident near the prisons and Shaker Pines Fire Department stayed with one of the Officers until the ambulance could be deployed. Officer Whidden wanted to give a public thank you to the Shaker Pines Fire Department for doing a commendable job.
Carmella Brennan requested that the facility remove the tree that had fallen into Crescent Lake. District Administrator Michael Lajoie stated it will take heavy equipment to remove it since it is a very large tree, so he would make some phone calls to see who they could get down to the facility to get the tree out. Carmella Brennan made a request on behalf of the residents of Crescent Lake to see if they could patrol who fishes on the Carl Robinson side more frequently. Warden Whidden stated she would remind the officers of the policies of fishing the lake and that all employees must check in with the guard before going down to the lake. There is a guard that drives around on the perimeter of the property to watch for trespassers. Warden Lajoie stated he would also contact the local DEP and give them permission to police the area as well.
NEW BUSINESS
There was a request from the Enfield Conservation Committee to photograph the barns on Carl Robinson’s Property to document agricultural buildings. Warden Whidden stated she would give permission for them to take pictures of the property and set up a meeting so they could go look at the barns.
DATE OF NEXT MEETING
Chairman Nowak stated the next meeting is scheduled for September 8, 2010, Enfield Room, Town Hall.
OPEN FORUM AND PUBLIC PARICIPATION
State Representative Karen Jarmoc stated at the last House meeting, inmates can no longer request files of correctional officers and Enfield is not being considered for a sex-offender unit.
ADJOURNMENT
Chairman Nowak made a motion to adjourn, Warden Whidden seconded the motion and the meeting stood adjourned at 7:27 p.m.
