MINUTES OF A REGULAR MEETING
DECEMBER 14, 2011
CALL TO ORDER
A Regular Meeting of the Enfield Prison/Town Liaison Committee was held in the Enfield Room at The Enfield Town Hall, 820 Enfield Street, and Wednesday, December 14, 2011. Chairman Nowak called the meeting to order at 7:07 p.m.
ROLL CALL
Present from the Town of Enfield were: Chairman Tophie Nowak, Kenneth Edgar and Gretchen Pfeifer-Hall.
Present from the Department of Corrections were: Deputy Warden Bill Faneuff, Deputy Warden Tim Burke and Warden Anne Cournoyer.
APPROVAL OF MINUTES
Mr. Edgar motioned to approve the minutes from September 14, 2011. Ms. Pfeifer-Hall seconded the motion. All were in favor.

REVIEW OF SIGNIFICANT INCIDENTS OR POLICY CHANGES
Carl Robinson Update
Deputy Warden Faneuff stated that Carl Robinson donated $1500 to the Food share program and $1500 to the Enfield Food shelf.
Enfield Correctional Update
Warden Cournoyer stated that there were a few minor mishaps however there was nothing major to report. Enfield has been helping out with the new recycling program and the inmates have been helping to assemble the information packages that went along in the new recycling containers since the Public Works department has had their hands full with the storm cleanup effort in order to get the bins out on time.
The facility also helped out during the storm to cook food for the Red Cross and transported cots brought in by the Red Cross and washed linens for the shelters.
Willard Cybulski Update
Deputy Warden Burke stated that Willard Cybulski grew 5,000 lbs. in vegetables and donated 700 lbs. to Loaves & Fishes and donated $500 to the Network Against Domestic Abuse with the revenue from the inmate photo program.
REPORT OF CHAIRMAN
Chairman Nowak stated that everything has been relatively quiet. She did receive a partial alert phone call stating that an incident had been resolved; however she did not receive a call regarding the initial incident. The Wardens were not sure if it was a test because they did not recall any significant incidences that needed alerting and were going to check into their records to see what the call was about.
NEW BUSINESS
Chairman Nowak received a phone call from Carmella Brennan regarding trees that had fallen into Crescent Lake. The trees are on State property; therefore the residents cannot have them removed. She was unable to attend the meeting; however she wanted Chairman Nowak to relay the message to the Wardens to see if they would be able to look into having the trees removed. Deputy Warden Faneuff stated that he will see if maintenance can get out to the lake area to look at the tree damage. At the prison’s meeting house by the lake, they had to hire a contractor because there are limbs hanging very high up that are too dangerous for them to handle, so if the maintenance crew can get out there, they will take a look at it. If not, they will see when they can get a contractor out to remove the trees.
Ms. Pfeifer-Hall stated that the white, shaker house that belonged to the caretaker is rapidly deteriorating. She would like to see the porch stabilized and railings preserved. Deputy Warden Faneuff stated that he will talk to the maintenance department to see what they can do because he believes they ran into some issues before with lead paint issues. Warden Cournoyer stated that they look into it for her.

Chairman Nowak stated the next meeting is scheduled for March 14, 2011 at Town of Enfield, Enfield Room.

Mr. Edgar motioned to adjourn seconded the motion, Mrs. Pfeifer-Hall seconded the motion. The meeting stood adjourned at 7:27 p.m.
