MEETING OF THE

PUBLIC HEARING(S)
1. Call to Order: The meeting was called to order by Chairperson Gretchen Pfeifer-Hall at 7:03 p.m.
2. Pledge Of Allegiance: The Pledge of Allegiance was not recited. A flag was not present in the meeting room.
3. Roll Call: Present were: Chairperson Pfeifer-Hall and Agents Arnone, Kiner and Szewczak. Also present were Steven Sadlowski, Wetlands Agent and Susan Berube, Recording Secretary. David W. Kiner was welcomed as a new regular member to the Agency.
4. Hearing(s):
a. IW#479 Karios Properties, LLC – Permit to construct one new commercial building and add on to an existing commercial building with associated site improvements behind 151-155 Hazard Ave (Map 74 Lot 120), zoned BL. Submitted 3/6/07, Received 3/13/07, PPE 3/27/07. This public hearing has been continued to the meeting of May 1, 2007 at 7:00 p.m. in the Council Chambers.
Mr. Jeff Bord, Enfield Town Engineer, requested that IW#481 be temporarily tabled due to the impending arrival of the engineer for the project.
A motion was made by Agent Szewczak and seconded by Agent Kiner to continue IW#481 after IW#482. Vote was 4-0-0.
c. IW# 482 Town of Enfield – Road 2005, Section 1 – D’Annunzio Avenue. Road Reconstruction, including drainage improvements within 100’ of wetlands and watercourses. Submitted 3/27/07, Received 4/3/07, PPE 4/17/07 MPHCD 5/22, MPHAD 7/26/07: A motion was made at 7:35 p.m. by Agent Arnone and seconded by Agent Szewczak to continue IW# 482 to the meeting of May 1, 2007 at 7:00 p.m. in the Council Chambers. Vote was 4-0-0.
b. IW #481 Town of Enfield “Road 2005 Program”, excavating, paving, and drainage improvements within 100 feet of wetlands or watercourses. Section 5-A including Leary Rd., Bailey Rd., and Scitico St.. Section 5-B including Longview Rd., Stony brook Rd., Hillcrest Rd., and Star Ln.. Section 5-C including Westerly Dr., and Heron Rd.. Received 3/13/07, Accepted 4/3/07, PPE 4/17. MPHCD 5/22, MPHAD 7/26/07 : A motion was made at 8:57 p.m. by Agent Arnone and seconded by Agent Kiner to continue IW #481 to the meeting of May 1, 2007 at 7:00 p.m. in the Council Chambers. Vote was 4-0-0.
A motion was made by Agent Szewczak and seconded by Agent Kiner to close the public hearing portion of the meeting at 8:58 p.m. Vote was 4-0-0.
REGULAR MEETING
1. Call to Order: The regular meeting was called to order by Chairperson Gretchen Pfeifer-Hall at 8:58 p.m.
2. Roll Call: Present were: Chairperson Pfeifer-Hall and Agents Arnone, Kiner and Szewczak. Also present were Steven Sadlowski, Wetlands Agent and Susan Berube, Recording Secretary.
3. Executive Session
Matters regarding specific employees, pending litigation, acquisition of real estate and / or matters exempt from disclosure requirements: There were no items for discussion in Executive Session.
- Public Participation - Issues of concern not on the agenda: No one in the audience came forward to speak.
5. Correspondence: Six items of correspondence were received.
6. Commissioner’s Correspondence: There were no items of Commissioner’s Correspondence brought up for discussion.
7. Approval of Minutes – April 3, 2007: A motion was made by Agent Szewczak and seconded by Agent Arnone to approve the minutes of the meeting of April 3, 2007 with the following amendment: page 3, second paragraph, correct “lace” to read “lack”. Vote was 3-0-1(Kiner).

9. Old Business
a. IW #479 Karios Properties, LLC – Permit to construct one new commercial building and add on to an existing commercial building with associated site improvements behind 151-155 Hazard Ave (Map 74 Lot 120), zoned BL. Submitted 3/6/07, Received 3/13/07, PPE 3/27/07, MPHCD 5/7/07, MPHAD 7/10/07.: A motion was made by Agent Arnone and seconded by Agent Kiner to table discussion on IW#479 to the meeting of May 1, 2007 at 7:00 p.m. in the Council Chambers. Vote was 4-0-0.
At this time, a motion was made by Agent Kiner and seconded by Agent Szewczak to move IW# 483 and IW# 484 in front of IW# 480. Vote was 4-0-0.
e. IW # 483 Bernard Gomeau, Installation of an in-ground pool within 100’ of a watercourse. 19 Winter Way (Map 82 - Lot 76) zoned R-33. Submitted 3/28/07, Received 4/3/07, PPE 4/17/07 MAD 6/6/07. A motion was made by Agent Szewczak and seconded by Agent Arnone to approve IW# 483 with the ten standard conditions in addition to the following: 11. Slope at rear of filled in area, near the tree line, to be kept to a 2:1 slope, or less and stabilized as soon as possible.
12. Applicant and Installation/maintenance contractor to direct any pool water that may have to be drained or back-flushed from the pool onto the lawn area, as far away from the wetlands as possible, to help minimize the effects of the chlorine on the watercourse. Any regular flushing to be done into a dry-well created for that purpose.
13. Yard drain to in be installed with the approval of the Agent and Town Engineer.
14. With the exception of the additional items stated in these conditions, this application is approved in accordance with the submitted plan. Any changes that would potentially cause greater impact to wetlands or watercourses, such as enlargement or re-orientation of structure footprints, from the plans and any denial or changes made by any other regulatory agency or commission shall require the permitee to come before the Enfield Inland Wetlands and Watercourses Agency for a Permit Modification or Determination of Permit Need (Jurisdictional Ruling).
Agent Szewczak amended his motion to include condition #13. Agent Arnone amended his second. Agent Kiner stated that he has read the minutes and familiarized himself with this application and is comfortable in voting on this application. Vote was 4-0-0. Reason for approval was that the applicant has demonstrated that the project will not adversely affect wetlands and watercourses.
f. IW # 484 Ray Baillargeon. Installation of an above ground pool within the upland review area. 7 Rebecca Drive. (M103-L77) zoned R-44. Submitted 3/30/07, Received 4/3/07, PPE 4/17/07 MAD 6/6/07: A motion was made by Agent Szewczak and seconded by Agent Arnone to approve IW#484 with the 10 standard conditions in addition to the following four as amended from the Agent’s Report:

b. IW # 480 - Katherine & Robie Staples, Sr. Construction of a new commercial building and associated improvements within 100 feet of a wetland, 7 Anngina Drive (Map 82, lot 56), Zoned I-1. Submitted 3/9/07, Received 4/3/07, PPE 4/17/07 MAD 5/12/07: A motion was made by Agent Arnone and seconded by Agent Szewczak to request that the Town hire a wetland scientist or Biologist to look into the quality of the wetland and proposed impacts for IW# 480. Vote was 4-0-0. A motion was then made by Agent Arnone and seconded by Agent Kiner to table further discussion on IW# 480 until the meeting of May 1, 2007 at 7:00 p.m. in the Council Chambers. Vote was 4-0-0.

g. IW # 485 Town of Enfield. Senior Center Trail Project. Installation of a walking trail within 100’ of wetlands and watercourse. 299 Elm Street (map 75 lot 51) zoned I-1. Submitted 4/2/07, Received 4/4/07, PPE 4/17/07 MAD 6/6/07 A motion was made by Agent Szewczak and seconded by Agent Arnone to approve IW #485 with the 10 standard conditions in addition to those numbered 10-14 as modified from the Agent’s Report.
11. The trail’s width is to be reduced to 6’ wide to minimize the wetland and possible endangered species impacts.
12. Agent to supervise activity to ensure best management practices are followed.
13. Wetlands plantings will be provided in the areas of the wetland crossings.
14. With the exception of the additional items stated in these conditions, this application is approved in accordance with the submitted plan. Any changes that would potentially cause greater impact to wetlands or watercourses, such as enlargement or re-orientation of structure footprints, from the plans and any denial or changes made by any other regulatory agency or commission shall require the permitee to come before the Enfield Inland Wetlands and Watercourses Agency for a Permit Modification or Determination of Permit Need (Jurisdictional Ruling).

A motion was made by Agent Szewczak and seconded by Agent Arnone to add IW# 486 to the agenda. Vote was 4-0-0.
A motion was made by Agent Arnone and seconded by Agent Kiner to table discussion on IW# 486 to the meeting of May 1, 2007 at 7:00 p.m. in the council Chambers. Vote was 4-0-0.
11. Other Business
• Next regular meeting is Tuesday, May 1st, 2007 at 7:00PM in the Council Chamber.
12. Adjourn: A motion was made by Agent Arnone and seconded by Agent Kiner to adjourn the meeting at 10:53 p.m. Vote was 4-0-0.
