PUBLIC HEARING(S)
1. Call to Order The meeting was called to order by Chairperson Gretchen Pfeifer-Hall at 7:01 p.m.
2. Pledge Of Allegiance: The Pledge of Allegiance to the Flag was recited.
3. Roll Call: Present were: Chairperson Pfeifer-Hall and Agents Arnone, Kiner, LeMay, Staples, Tallarita and Szewczak. Also present were Steven Sadlowski, Wetlands Agent and Susan Berube, Recording Secretary.
Agent LeMay was empowered by Chairperson Pfeifer-Hall to act as a full voting member for the Public Hearing portion of the meeting.
4. Hearing(s):
a. IW #479 Karios Properties, LLC – Permit to construct one new commercial building and add on to an existing commercial building with associated site improvements behind 151-155 Hazard Ave (Map 74 Lot 120), zoned BL. Submitted 3/6/07, Received 3/13/07, PPE 3/27/07, MPHCD 6/7/07, MPHAD 8/12/07. (MPHCD Extended – 31 of 65 extension days used)
A motion was made at 8:59 p.m. by Agent Szewczak and seconded by Agent LeMay to continue IW#479 to the meeting of June 5, 2007 at 7:00 p.m. in the Council Chambers. Vote was 7-0-0.
b. IW #481 Town of Enfield “Road 2005 Program”, excavating, paving, and drainage improvements within 100 feet of wetlands or watercourses. Section 5-A including Leary Rd., Bailey Rd., and Scitico St.. Section 5-B including Longview Rd., Stony brook Rd., Hillcrest Rd., and Star Ln.. Section 5-C including Westerly Dr., and Heron Rd. Sumbitted 3/13/07, Received 4/3/07, PPE 4/17/07. MPHCD 5/22/07, MPHAD 7/26/07 A motion was made by Agent Arnone and seconded by Agent Kiner to close the public hearing on IW#481 at 9:16 p.m. Vote was 7-0-0.
A motion was made by Agent LeMay at 9:17 p.m. and seconded by Agent Kiner to close the public hearing portion of the meeting. Vote was 7-0-0.
REGULAR MEETING
1. Call to Order: The regular meeting was called to order at 9:18 p.m. by Chairperson Pfeifer-Hall.
2. Roll Call: Present were: Chairperson Pfeifer-Hall and Agents Arnone, Kiner, LeMay, Staples, Tallarita and Szewczak. Also present were Steven Sadlowski, Wetlands Agent and Susan Berube, Recording Secretary.
Agent LeMay was empowered by Chairperson Pfeifer-Hall to act as a full voting member for the Regular portion of the meeting.
3. Executive Session
Matters regarding specific employees, pending litigation, acquisition of real estate and / or matters exempt from disclosure requirements. There were no items for discussion in Executive Session.
4. Public Participation - Issues of concern not on the agenda.: No one in the audience came forward to speak.
A motion was made by Agent Arnone and seconded by Agent Staples to change the order of the agenda to take “Old Business, item D: IW#425-02 prior to the remainder of the agenda. Vote was 7-0-0.
d. IW-487 Margaret Pappas – Modification of previous approval (IW 425). Proposed change in subdivision approval to excavate sewer line through regulated area. Riverview Street (Map 19, Lot 10) zoned R-33. Submitted 4/30/07, Received 5/1/07, PPE 5/15/07, MAD 7/6/07: A motion was made by Agent Arnone and seconded by Agent LeMay to table further discussion on IW# 487 (previously known as IW#425-02) until the meeting of June 5, 2007 at 7:00 p.m. in the Council Chambers. Vote was 7-0-0.

7. Approval of Minutes – April 17, 2007, May 1, 2007: A motion was made by Agent Arnone and seconded by Agent Kiner to approve the minutes of the meeting of April 17, 2007 with the following amendments: page 8, 12th paragraph, 1st sentence. After “30’, add the letter “i” to “n”, creating “in”; last paragraph, after “done” add “i” to “n” to create “in”; page 9, 11th paragraph, add “y” to “an”; page 11, 8th paragraph, change “add” to “aid”. Vote was 4-3(Staples, LeMay, Tallarita)-0.
A motion was made by Agent Kiner and seconded by Agent Tallarita to approve the minutes of the meeting of May 1, 2007 as presented. Vote was 5-2(Staples, LeMay)-0.

a. Sumbitted 3/13/07, Received 4/3/07, PPE 4/17/07. MPHCD 5/22/07, MPHAD 7/26/07: A motion was made by Agent Szewczak and seconded by Agent Arnone to approve IW#481 with the standard 10 conditions in addition to the following 6 as amended during discussion: 11. Wetland plantings shall be placed with the consultation of the Wetlands Agent.
12. Soil erosion mats shall be used on all slopes over 3:1 near the wetlands.
13. Any garbage, debris or yard wastes found in the vicinity (within 25 feet +/-) of the work area, which are on Town owned lands, shall be removed and conservation or wetland mix, at the wetland agent’s discretion, shall be planted if necessary.
14. All catch basins that are in the construction zone, where exposed soils are present and water is likely to enter the catch basin during rain events, shall be protected with a sediment trap, or properly installed hay bales.
15. Work in culverts or outflows, where erosion is possible, shall be completed prior to the start of work in a new culvert or outflow.
16. With the exception of the additional items stated in these conditions, this application is approved in accordance with Site Plan entitled "Construction Plans for Road 2005 Program Section 5A, 5B and 5C (three separate plans, as submitted)"; dated May 9th 2007 and stamped received May 1, 2007; prepared by Maguire Group Inc., 1 Court Street, New Britain, CT 06051 Any changes that would potentially cause greater impact to wetlands or watercourses, such as enlargement or re-orientation of structure footprints, from the plans and any denial or changes made by any other regulatory agency or commission shall require the permitee to come before the Enfield Inland Wetlands and Watercourses Agency for a Permit Modification or Determination of Permit Need (Jurisdictional Ruling). Vote was 7-0-0. Reason for approval was that this project, with mitigation, will not adversely affect wetlands and watercourses.
c. IW# 482 Town of Enfield – Road 2005, Section 1 – D’Annunzio Avenue. Road Reconstruction, including drainage improvements within 100’ of wetlands and watercourses. Submitted 3/27/07, Received 4/3/07, PPE 4/17/07 MPHCD 5/22/07, MPHAD 7/26/07. A motion was made by Agent Arnone and seconded by Agent Kiner to approve IW#482 with the 10 standard conditions in addition to those numbered 11 through 15 as amended during discussion: 11. Wetland plantings shall be placed with the consultation of the Wetlands Agent.

Any changes that would potentially cause greater impact to wetlands or watercourses, such as enlargement or re-orientation of structure footprints, from the plans and any denial or changes made by any other regulatory agency or commission shall require the permitee to come before the Enfield Inland Wetlands and Watercourses Agency for a Permit Modification or Determination of Permit Need (Jurisdictional Ruling).
