REGULAR MEETING
1. Call to Order: The meeting was called to order by Chairperson Gretchen Pfeifer-Hall at 7:00 p.m.
2. Roll Call: Present were: Chairperson Pfeifer-Hall and Agents Arnone (7:10 p.m.), Camidge, LeMay and Staples. Also present were Wetlands Agent Steven Sadlowski and Recording Secretary, Susan Berube.
3. Pledge of Allegiance: The Pledge of Allegiance was recited.
4. Executive Session
Matters regarding specific employees, pending litigation, acquisition of real estate and / or matters exempt from disclosure requirements. There were no items brought up for discussion in Executive Session.
5. Public Participation - Issues of concern not on the agenda: No one in the audience came forward to speak.
6. Correspondence : Five items of correspondence were received.
7. Commissioner’s Correspondence: There were no items of commissioners’ correspondence brought up for discussion.
8. Approval of Minutes – July 10, 2007: After brief review and discussion, a motion was made by Agent Staples and seconded by Agent Lemay to approve the minutes of the meeting of July 10, 2007 with the following amendments: page 3, 4th paragraph, 3rd line, add “be” to end of line; page 11, last sentence on page, delete “application due to a
potential conflict of” and insert: “meeting based on allegations of a conflict of interest”; page 12, remove 1st
word “interest”. Vote was 4-0-0.
9. Wetlands Agent Report –July 10 – July 24, 2007:
10. Old Business
a. IW-496 Donald Murphy – Construction of two additions at 12 Carmela Terrace within 100’ of a wetland and watercourse. 12 Carmela Terrace (Map 63 – Lot 171). Zoned R-33. Submitted 6-29-07, Received 7-10-07, PPE 7-24-07, MAD 9-13-07: A motion was made by Agent Arnone and seconded by Agent LeMay to approve IW #496 with the 10 standard conditions in addition to the following three:
11. No material from the excavation to be dumped within 50’ of the watercourse, other than backfilling the foundation excavation.
12. Roof leaders shall be directed toward the back yard to prevent erosion into the watercourse.
13. With the exception of the additional items stated in these conditions, this application is approved in accordance with the submitted application and plan. Any changes that would potentially cause greater impact to wetlands or watercourses, such as enlargement or reorientation of additions from the plans and any denial or changes made by any other regulatory agency or commission shall require the permittee to come before the Enfield Inland Wetlands and Watercourses Agency for a Determination of Permit Need (Jurisdictional Ruling) or request for modification.
Vote was 5-0-0. Reason for approval was that the applicant has demonstrated that the project will not adversely affect wetlands and watercourses.
b. IW–497 Altadis Shade Company – Repair washed out irrigation dam. Somers Road (Map 111 – Lot 248) zoned R44. Submitted 7-3-07, Received 7-10-07, PPE 7-24-07, MAD 9-13-07: A motion was made by Agent Arnone and seconded by Agent Staples to approve IW #497 with the 10 standard conditions in addition to the following, numbered 11 through 16:
11. A silt fence, backed by a row of hay bales, is to be installed below the dam area.
12. All previously placed fill is to be removed from the watercourse along with the silt that has been deposited below the dam.
13. Dam work to be completed in a continuous fashion, once started. Applicant should wait for a low-flow period and closely watch the weather forecast and allow for enough time to complete and stabilize the site before starting.
14. All disturbed areas around the dam (work area) to be reseeded with a wetland mix as soon as the dam is completed to restore vegetation and minimize the possibility of invasive plants taking hold.
15. A written detailed plan is to be submitted to the agent prior to the start of work.
16. With the exception of the additional items stated in these conditions, this application is approved in accordance with the submitted application and plan. Any changes that would potentially cause greater impact to wetlands or watercourses any denial or changes made by any other regulatory agency or commission shall require the permittee to come before the Enfield Inland Wetlands and Watercourses Agency for a Determination of Permit Need (Jurisdictional Ruling) or request for modification.

c. IW-498 Bruce Worthington – Installation of a new driveway and home addition within 100’ of a wetland and watercourse. 293 Taylor Road (Map 101 – Lot 197) Zoned I-1. Submitted 7/9/07, Received 7/10/07, PPE 7/24/07, MAD 9/13/07 A motion was made by Agent Arnone and seconded by Agent LeMay to approve IW #498 with the ten standard conditions in addition to the following, numbered 11 through 13: 11. Previously dumped materials in the vicinity of the wetland near the proposed driveway to be removed as part of this project. No further dumping in this area is to be permitted.
12. A conservation mix, such as # 4 on the submitted plans, to be used on the slopes beside the driveway, a wetmix is to be used around the wetland / rain garden and a standard lawn mix is to be used in the remaining area.
13. With the exception of the additional items stated in these conditions, this application is approved in accordance with the submitted application and plans entitled Site Plan for Proposed House Addition, 293 Taylor Road Prepared by Michael Mocko Environmental consultant 36 Hampden Rd. Stafford Springs, CT dated August 14, 2006 and revised to July 19, 2007. Any changes that would potentially cause greater impact to wetlands or watercourses any denial or changes made by any other regulatory agency or commission shall require the permitee to come before the Enfield Inland Wetlands and Watercourses Agency for a Determination of Permit Need (Jurisdictional Ruling) or request for modification.
Vote was 5-0-0. Reason for approval was that the project, with mitigation, will not adversely affect wetlands and watercourses.
11. New Business
a. IW-499 Powder Hill Sand and Gravel LLC – 23 Unit Senior Residential Development. Upgrade of existing Town drainage culvert and outflow in a regulated area on CT Water Company Property (across street). Powder Hill Road, map 84, lot 15 (development) and lot 16 (drainage improvement) - zoned R-88. Submitted 7/16/07, Received 7/24/07, PPE 8/7/07, MAD 9/27: Chairperson Pfeifer-Hall recused herself from this application due to the appearance of a potential conflict of interest through her membership on the Conservation Commission. Agent Arnone acted as chairperson for this application. A motion was made by Agent Staples not to hold a public hearing on this application. The motion was then amended by Agent Arnone to: motion that a pubic hearing on this application should be held due to potential public interest. Seconded by Agent Staples. Vote was 2-2-0. Motion failed.
A motion was then made by Agent Staples and seconded by Agent Camidge to table further discussion on this application to the meeting of September 4, 2007 at 7:30 p.m. in the Enfield Room. Vote was 4-0-0.
Chairperson Pfeifer-Hall returned to the meeting at this time.
12. New Applications to be accepted
As presented by the Agent to the Agency at the meeting, if applicable.
There were no new applications presented.
13. Other Business
A motion was made by Agent Arnone and seconded by Agent LeMay to add the following item to the agenda: Election of Vice Chair Position. Vote was 5-0-0.
Agent Staples nominated Agent Arnone as Vice Chairman. Seconded by Agent LeMay. Vote was 4-0-1(Arnone).
It was noted that Agent Arnone could not hold both the position of Vice Chair and Secretary.
Agent Arnone nominated Agent LeMay as Secretary. Seconded by Agent Staples. Vote was 5-0-0.
• Next regular meeting is Tuesday, September 4th at 7:30PM in the Enfield Room.
13. Adjourn: A motion was made by Agent Staples and seconded by Agent Camidge to adjourn the meeting at 8:47 p.m. Vote was 5-0-0.
