1.   Call To Order  The meeting was called to order by Chairperson Pfeifer-Hall at 7:06 p.m.
 
2.   Roll Call:  Present were:  Chairperson Gretchen Pfeifer-Hall and Agents Storey, Poirot, Sarno, Szewczak, and Bergamini (7:09 p.m.)  Also present were Neil Angus, Wetlands Agent, and Susan Swiatek, Recording Secretary.

4.      Public Hearing(s)
 
         IW#386, Application of the Town of Enfield, for regulated activities associated with a slope stabilization project.  Property located adjacent to JFK School site and Raffia Road. [Submitted 10/31/02, Received 11/6/02, PPE 11/20/02 MPHCD 1/17/03, MPHAD - 35 days after close of public hearing, SLMPHCD 2/3/03]  Mr. Chuck Eaton of CME Associates provided Mr. Angus with receipts for certified mail sent to abutting owners as required in the regulations.  Mr. Eaton reviewed the site map with Agency members.  The site takes drainage from the parking lot and tennis court.  After discussions with Mr. Angus and representatives from the NRCS, Mr. Eaton believes that the proposed plans are preferable to other alternatives and are endorsed by the NRCS.  Options include not taking any action, which would allow the situation to worsen, or creating rip rap through the stream bed which is not feasible and would not stop erosion.  The plan calls for extending existing piping and adding a catch basin to the existing swale.  Under drains will also be installed to meet with the plunge pool.  Members reviewed sheets of the plan that outlined erosion and sediment control, stockpile area, and contours.  Agent Storey asked if drainage calculations take into account the building addition and additional parking that will be needed.  Mr. Eaton stated that he was not aware of the school expansion project when drainage calculations were made but believes that drainage for that area would be directed toward Raffia and Post Office Roads.  Agent Storey felt that drainage for the building and parking lot expansions should be reviewed prior to starting this project.  Mr. Eaton felt that the pipes proposed to be installed would be able to handle additional flow and the system is oversized for presently proposed calculations.  Agent Storey also asked how long the project would take, from start to finish.  Mr. Eaton stated much would depend on the time of year and the source of the fill.  He felt the total project should not take more than one month to complete.  Agent Poirot asked how the under drains would be installed.  Mr. Eaton explained that the contractor would create a roadway to dig the trench.  Filter fabric would be installed, then stone, then covered with filter fabric and again covered with more stone.  A grade of 3:1 would be maintained with benching only during construction.  Berms will be earthen, ranging from 6" to 1' above the catch basins.  Agent Poirot also asked how the work site would be approached by the heavy machinery.  Mr. Eaton explained that the contractor would not go beyond the limits of construction which are marked by a sediment dike.   The equipment would be used to build benches to work down the slope.  The project would be done during low flows - likely summer time.  In response to another question by Agent Poirot, Mr. Eaton stated that plantings will be done.  A planting plan per NRCS will be provided and will be much like the project on Post Office Road.  Agent Szewczak expressed concern over the possibility of heavy rain occurring during construction, prior to the pipes being completely installed.  Mr. Eaton explained that installation of the pipe should only take 2-3 days.  The contractor would need to be aware of weather conditions.  Also, prior to the start of the project, sediment dikes will be installed by the contractor.  Agent Szewczak again expressed concern that a heavy rain could wash
