CALL TO ORDER: Chairman Mike Dynia called the meeting to order at 7:10 P.M. in the Enfield Room.
ROLL CALL: Comm. Pfeifer-Hall performed the roll call. The following commissioners were in attendance:

PUBLIC INPUT: Chairman Dynia noted that there were no persons present to give public input.
APPROVAL OF MINUTES: Chairman Dynia asked for comments regarding the minutes of January 10, 2005. Motion made by Comm. George to approve the minutes, seconded by Comm. Pfeifer-Hall and So Voted. Comm. Szewczak, Wunch and Kneiss abstained.
CORRESPONDENCE: Chairman Dynia read letters of resignation from Hal Bernstein and Dave LaPierre. Commissioners asked that staff liaison write a letter of appreciation to Comm.. LaPierre. They also asked staff liaison to inquire of the Town Manger's office about updating the web page for a vacancy.
Comm. Pfeifer-Hall noted that there was publicity for a Community Garden that would be sponsored by the Rotary Club. Comm. George is still interested in the concept of a garden at the intersection of Shaker Rd. and Elm St.
EXECUTIVE SESSION: Motion made by Comm. Kneiss and seconded by Comm. Szewczak to go into Executive Session and So Moved. No decisions were made and no votes were taken.
OPEN SPACE ACQUISITION: Assistant Town Manger Dan Vindigni would like to have a meeting with the ECC and the Council leadership to define a strategy on Open Space Acquisition. This would include information by the ECC on the present strategy of acquiring open space along the Scantic and other greenway areas.
FARMLAND PRESERVATION: No report
AQUIFER PROTECTION: No report
ARCHAEOLOGICAL PROTECTION: No report
SPECIAL PROJECTS: Commissioners would like to plant another tree this year. Staff liaison will ask DPW for suggestions. Comm. Dynia reported that the results of the Wadeable Streams project were on-line. Because of the flooding in the October storms it was difficult to get good samples.
REAL ESTATE: No report
STAFF LIAISON REPORT: Issues covered earlier in the meeting.
Liaison Report - Northern CT Land Trust: Comm. Dynia reported that the NCLT is looking for donations for the Whitaker property in Somers. They are also applying for a grant for a rail to trails program.
Liaison Report - SRWA:
Comm. Dynia reported that the Canoe Race (Spring Splash) will be held on March 25. On May 6 there will be a bird watching event in Somers. The web site is up and available on the internet.
On Tuesday April 18, there will be a meeting to consider removal of the Springborn Damn.
New Business: Review of the Plan for Conservation and Development. Commissioners reviewed Sections 6, pages 36 - 38. Maps and pages 39 - 42 will be reviewed at the next meeting.
NEXT MEETING DATE: Chairman Dynia noted that the next meeting date will be on April 11, 2006.
ADJOURNMENT: Motion by Comm. Pfeifer-Hall to adjourn the meeting at 8:45, seconded by Comm. Szewczak and So Voted.
