ENFIELD CONSERVATION COMMISSION

June 14, 2005

CALL TO ORDER: Vice Chairperson Gretchen Pfeifer-Hall called the meeting to order at 7:09 P.M. in the Enfield Room.

 

ROLL CALL:  Comm. LaPierre performed the roll call.  The following commissioners were in attendance:

PUBLIC INPUT: Leanna Putnum, a resident of Enfield expressed interest in the Commission and its responsibilities.  She is interested in available land in Enfield.

 

APPROVAL OF MINUTES:    Comm. Pfeifer-Hall asked for comments regarding the minutes of May 10, 2005.  Motion made by Comm. George to approve the minutes, seconded by Comm. Wunch and So Voted.  Commissioner LaPierre Abstained.

 

CORRESPONDENCE:  Comm. Pfeifer-Hall reviewed the grant submission by Assistant Planner Neil Angus.  The Commission also reviewed the sociopolitical questionnaire completed by Neil Angus for a State study.

 

EXECUTIVE SESSION:   Motion made by Comm. George and seconded by Comm. Szewczak to go into Executive Session and So Moved.  No decisions were made and no votes were taken.

 

OPEN SPACE ACQUISITION:  Comm. George and Comm. Szewczak explained the Open Space program to the guest.

 

FARMLAND PRESERVATION:  No report

 

AQUIFER PROTECTION:  Comm. George will complete the mapping of the wells for the next meeting.

 

ARCHAEOLOGICAL PROTECTION:  Dr. Bellantone, the State Archeologist, returned the maps of the Scantic River Greenway showing the areas of archeological interest.  Staff liaison will have copies made for the Commission.

 

SPECIAL PROJECTS: 

 

Scenic Road:  Comm. Pfeifer-Hall spoke to a member of Inland Wetlands who works for NU.  Their concern is for their power lines and their ability to access them.  He suggested that the Town attorney give an opinion on what effect a Scenic Road designation will have for the property owners.  Comm. Pfeifer-Hall will e-mail staff liaison who will forward it to the Town Manger.

STAFF LIAISON REPORT:   Reviewed under correspondence.

 

Liaison Report - Northern CT Land Trust:  No report

 

Liaison Report - SRWA    Training was held for the survey of the River on June 8.  Teams of two will work together along the 38 miles of the River.  All sections have sufficient volunteers.

 

New Business: Comm. George inquired about the catch basin near Crescent Lake.  Comm. Pfeifer-Hall responded that Neil Angus is working with East Longmeadow.  There is a cease and desist order in place until there is an erosion plan in place.

 

NEXT MEETING DATE:  Vice-chairman Pfeifer-Hall noted that the next meeting date will be on July 12, 2005.

 

ADJOURNMENT:  Motion by Comm. George to adjourn the meeting at 8:22, seconded by Comm. LaPierre and So Voted.
