MINUTES OF A REGULAR MEETING
SEPTEMBER 27, 2006
A Regular Meeting of the Enfield Historic District Commission was held on Wednesday, September 27, 2006 in the Council Chambers, Enfield Town Hall, 820 Enfield Street, Enfield, Connecticut. Chairman Richard Tatoian called the meeting to order at 7:05 p.m.

PUBLIC HEARINGS
HDC#326: Patrick and Jeanette Tallarita, 1400 Enfield Street, Install wood vinyl clad double hung replacement windows. EHDO Section 8.
Patrick and Jeannette Tallarita, 1400 Enfield Street, appeared before the Commission regarding this application.
Mr. Tallarita stated the house was built around the 1850’s and the windows are the original ones. He noted the photographs presented to the Commission. He noted the draftiness of the existing windows and that it has come to the point where something has to be done with regard to the windows. They have been renovating the home over the last eight years with a new roof and exterior painting. Now it is time to replace the windows.
Mr. Tallarita stated they want to keep the original appearance of the house and they did some shopping around for the best window fit. They settled on Andersen because they have a 400 series that is a window designed to specifically be a replacement window for historical homes. It is a solid wood window and the interior is entirely all wood. On the exterior, it has a vinyl clad. They also considered total wood replacement windows but this window has only been out for two years.
Mr. Tallarita stated the way they want to do the windows is the current windows have a single mullion called two over one. What they are looking to do is replace them exactly as they are. They want to make sure that they keep the aesthetic aspect and they are going to use a fixed mullion on the outside, a fixed mullion on the inside and in the middle they will have a spacer. If you look at the window from the side, it will look like it’s an entire center mullion that goes through the window. They also would like to install screens for the summer months. Andersen has a screen called a true screen which is a densely manufactured screen. When you look at it, it disappears in the sunlight. They propose to put these screens on the entire front and the visible sides of the house.
Mr. Tallarita stated the windows proposed are Andersen’s most expensive window but they plan to do the installation themselves. The timetable involves doing the upstairs this year before the winter months and then try to do the rest of the house in the spring. There would be a total of 23 windows. Mr. Tallarita identified the windows that will not be touched. They include the kitchen windows and two windows upstairs that are so far out of square that they can’t even accept the replacement window. They would have to go in and put in a full casement window for these two windows. There is also a sun room which will keep the existing windows. There are two other windows in the back of the house that they like the way they look and they will remain. There is also a casement window above the sink that will remain.
Ms. Troiano asked if the replacement windows would retain the same dimension as the existing windows. Mr. Tallarita stated they will be identical. One of the reasons they picked the Andersen window is on the sill Andersen allows for an angle to be manufactured with the window. They have had the windows measured by an Andersen representative to determine what the slope had to be.
Chairman Tatoian asked if the shutters will remain. Mr. Tallarita stated exterior wise there won’t be any change to the house and the shutters will remain. The storms will be removed. The exterior of the windows will be white which is the color of the existing windows.
Mr. Polaski stated these are the same windows that he put in his home and these are the ones he has been recommending because they are a direct replacement into the existing frame and are easy to replace.
Mr. Polaski asked if the screens are full screens. Mr. Tallarita stated they are. They want to take advantage of what the double hung window was meant to be. Right now with most of the windows, you cannot lower the top sash down. There was no cost difference with the full screen added.
Mr. Meyer applauded Mr. Tallarita for the appearance of his home. He asked if after these windows were installed if there would be any difference in appearance from what the brochure shows. Mr. Tallarita stated the top is only the color selection and the bottom is the appearance. You will not see a difference. The windows will be white on the inside and white on the outside with two over one, equal light design. It is circled in the brochure. Mr. Tallarita confirmed that approaching either from the north or the south, the windows will look identical to what is existing.
Mr. Polaski stated the removal of the storm windows will give the house a much more authentic appearance. Mr. Tallarita stated the storms are falling apart and need removal.
Mr. Polaski asked if the representative mentioned the term Boston layout. He noted Boston layout would be a standard dimension Andersen offers. Mr. Tallarita stated they have seven or eight different dimensions for the windows.
Chairman Tatoian opened this hearing to the audience. No one spoke in favor or against this application. Chairman Tatoian closed this public hearing.
Mr. Polaski made a motion, seconded by Mr. Gwozdz, to approve the application of Patrick and Jeanette Tallarita, 1400 Enfield Street, to install wood vinyl clad double hung replacement windows.
Mr. Meyer stated Mr. Tallarita indicated that the replacement windows will look identical to those on the street. If this is the case, Mr. Meyer stated he is fully in favor of the motion.
Chairman Tatoian felt the replacement windows are appropriate for the house, the era of construction and the surrounding neighborhood.
Mr. Meyer felt the change will maintain the integrity of the District.
The motion was approved by a unanimous vote.
OLD BUSINESS
Mr. Meyer brought up the changes in the ordinances and the need to have them come before the public. Chairman Tatoian stated the subcommittee met a number of times to consider regulations which would help the public in knowing what they can expect as far as coming before the Commission. Those regulations were drafted and are ninety-five percent complete. They need to be approved by the subcommittee of this Commission and then brought before the Commission for approval. Mr. Meyer asked that this be an agenda item for the next meeting.
Mr. Meyer discussed the frontage of the Enfield Street cemetery which he previously discussed with Chairman Tatoian and the fact that it would look better with a rock/stone wall. He asked if there has been any discussion with the Cemetery Association. Chairman Tatoian stated the Cemetery Association did consider the construction of a stone wall at a meeting of the Cemetery Association on Monday of this week. The Cemetery Association did approve paying for the construction of this stone wall along the frontage of the Enfield Street cemetery. In order to do this, they would need to come before this Commission and receive approval for a plan to do that. Chairman Tatoian will check into whether any other action is required by the Town Council or the Planning and Zoning Commission. Mr. Meyer felt building a low height wall would be extremely beneficial to the Town.
Some discussion followed regarding the color of the light poles on Enfield Street. Mr. Polaski saw a black light pole being installed. Ms. Troiano stated the light poles are up except for the extension over the street.
Mr. Meyer mentioned some time ago about the lights in the center of Hazardville. They put up gas lights and had the overhanging street lights over 190. He has asked repeatedly to find out who can tell the Commission about the price of those lights, who paid for the installation, who paid for the removal of the overhanging lights and he has yet to receive an answer. Such lights would be a benefit to be added to Enfield Street. He asked that this item with the answers requested be on the Commission’s next agenda. Mr. Meyer would like to make this happen on Enfield Street in the Historic District.
MINUTES
Ms. Lillian Troiano made a motion, seconded by Mr. Polaski, to approve the Minutes of August 23, 2006. The Minutes were approved by a 4 – 0 – 2 vote. Mr. Meyer and Ms. Lillian Troiano abstained.

Mr. Meyer made a motion, seconded by Mr. Gwozdz, to adjourn. Following a unanimous vote, the Commission adjourned at 7:27 p.m.
