MINUTES OF A REGULAR MEETING

JANUARY 25, 2006

A Regular Meeting of the Enfield Historic District Commission was held on Wednesday, January 25, 2006 in the Council Chambers, Enfield Town Hall, 820 Enfield Street, Enfield, Connecticut. Chairman Richard Tatoian called the meeting to order at 7:00 p.m.

Chairman Tatoian reported Roger Alsbaugh is attending a meeting at the Hazardville Institute this evening.

PUBLIC HEARINGS

HDC#313: Michael and Vanessa Pacholski, 1289 Enfield Street, Replace siding, windows and shutters. EHDO Section 8.

Michael and Vanessa Pacholski appeared before the Commission regarding this application.

Mr. Pacholski stated they would like to put in new windows, insulation and siding on their home at 1289 Enfield Street. Chairman Tatoian noted the proposed siding is vinyl. He asked about the windows. Mr. Pacholski stated the new windows would be vinyl and they also intend to replace the shutters which currently are a mixture of wood and vinyl. The color scheme will be black vinyl shutters and white vinyl siding. Mr. Pacholski added the house was constructed between 1950 and 1954.

Mr. Pacholski and his builder presented a sample of the siding that would be used along with one of the actual windows. The window was described as white and they will put a white linear trim around the window. The siding would be wood grained vinyl siding in white and the shutters would be wood grained vinyl in black. The builder stated the only thing different is they are going to put a three-eighths space behind the siding for insulation. However, the appearance of the house will remain the same.

Chairman Tatoian asked if the porch would also be done. The builder stated they would not be touching the porches but the L of the home on the north side would be sided.

Mr. Gwozdz asked about the siding currently on the home. Mr. Pacholski stated it has wood siding. The builder added the home presently has cedar clapboard with a three and a half inch reveal. They plan to use a triple three vinyl siding with the wood grain. Mr. Pacholski added that some of the wood is presently in bad condition especially on the north side.

Mr. Gwozdz asked how far back from the street this home is located. Mr. Pacholski estimated over 100’.

Ms. Dean asked about the reason for the change to vinyl siding and windows. Mr. Pacholski stated the reason is for efficiency. The windows presently are very drafty. Ms. Dean asked if they have been successful with weather stripping or other less drastic measures. Mr. Pacholski stated they have done weather stripping as well as plastic on the windows and while it does help, it does not help significantly.

Ms. Dean asked if there would be a change to the screen door in the front. Mr. Pacholski stated no change is proposed and they will keep the existing screen door and existing front door.

Chairman Tatoian opened this hearing to the audience. No one spoke in favor or against this application.

Ms. Dean noted on the north side L of the home in the photos, there seems to be a fan light over the window. She asked if that is being replaced or addressed. Mr. Pacholski stated that window will stay. They attempted not to make any visual change to the home and the vinyl siding they have chosen will not make a significant visual change from the street.

Chairman Tatoian closed this public hearing.

Mr. Polaski made a motion, seconded by Mrs. Smyth, to approve the request for a Certificate of Appropriateness to remove and replace the following:

Replace wood clapboard siding with wood grain vinyl siding of the same reveal dimensions;

Replace existing windows with Pella thermal wood and vinyl coated insulated windows with the same sash light configurations; and

Replace existing shutters with vinyl shutters.

Such products to be installed, and the areas and manner in which they will be installed or used, shall be as described and as discussed in the public hearing under HDC#313, and as shown in any product sheets or sight photographs, and any samples as displayed during the above-mentioned public hearing.

The motion was approved by a 5 – 0 – 0 vote with Alternates Gwozdz and Dean voting. The reason for approval is the home is of a later age and far enough back from the street that the visual character will be retained with the proposed work.

HDC#314: Robert Berger, 1162 Enfield Street, Replace sun room windows, EHDO Section 8.

Mr. and Mrs. Robert Berger appeared before the Commission regarding this application. Mr. Berger stated the application is to replace the windows in their sun room because they have, over time, deteriorated. They would be replaced with almost the same crank-out windows in wood. The only difference from the picture presented with this application is the picture says “oak” but the proposed wood will be pine. The windows will be custom made and will be designed to fit the current openings.

Chairman Tatoian asked if the existing windows are the original windows. Mr. Berger stated he has been there for twenty plus years and the windows were in place when they purchased the home.

Chairman Tatoian questioned if the sun room was part of the original house. Mr. Berger stated he is not sure but he knows the house was built in 1889 for the superintendent of Bigelow Sanford who occupied it for a number of years. Mrs. Berger stated the blueprint that received when they bought the house shows the sunroom.

Chairman Tatoian asked if the windows will be painted. Mr. Berger stated the inside of the windows only will be painted. The outside will come in white.

Ms. Smyth asked if there is a door in the sunroom area. Mr. Berger stated the existing door doesn’t go into the sunroom. There is a porch at the back of the house and that door that is visible is the side door for the porch. That porch has two entrances – one from the outside and one from the inside of the house. There is no exit or entrance to or from the sunroom except internally. They may replace the existing door at some point but that is not part of this application. Some discussion followed regarding the shrubs that were cut down for security reasons.

Ms. Dean asked if the windows have separate panes of glass or is there a snap-in. Mrs. Berger stated they would be separate panes of glass as are the existing windows. Ms. Dean asked if the actual look, size and dimensions would be what presently exist. Mr. and Mrs. Berger confirmed they would.

Ms. Dean asked if this was an Aladdin home. Mr. Berger stated he could not confirm this and he suggested Ms. Dean talk to someone from the old Bigelow Sanford Carpet Company. Mr. Berger stated the home was much different originally and had two staircases, one of which they discovered by accident and had been closed off with some remodeling. There used to be a staircase that led from the kitchen upstairs which is no longer there.

Ms. Troiano commended the Berger’s for replacing the windows with these beautiful windows that are very close to the original.

Chairman Tatoian opened this hearing to the audience. No one spoke in favor or against his application. Chairman Tatoian closed this public hearing.

Mr. Gwozdz made a motion, seconded by Ms. Troiano, to approve the request for a Certificate of Appropriateness to remove the existing windows of the one-story sunroom on the south side of the house and replace them with Legends brand, Series C3000, 8-paned thermal casement windows.

Such products to be installed, and the areas and manner in which they will be installed or used, shall be as described and as discussed in the public hearing under HDC#314, and as shown in any product sheets or sight photographs, and any samples as displayed during the above-mentioned public hearing.

Mr. Gwozdz stated he would echo the statements of previous Commissioners and he commended the Bergers for having the windows custom made to keep the historic integrity of this home.

Ms. Dean stated this home is one of the most special homes on Enfield Street and anything that can be done to keep what is there architecturally is a good thing.

The motion was approved by a 5 – 0 – 0 vote with Alternates Gwozdz and Dean voting.

HDCR – Review files, determinations of need for certificates of appropriateness:

HDCR#2005-011: Sal Sferrazza, 1290 Enfield Street, new deck on southwest back of house. EHDO Section 8.

Chairman Tatoian reported staff has indicated this deck on the southwest back of the house at 1290 Enfield Street would have no visual impact that would require a Certificate of Appropriateness. The new owner was informed that the deck construction could proceed. Ms. Smyth stated this deck is visible as you are coming north on Enfield Street and as you pass the Old Town Hall. Chairman Tatoian stated the determination was the impact is minimal.

MINUTES

Ms. Smyth made a motion, seconded by Ms. Troiano, to approve the Minutes of November 23, 2005. The Minutes were approved by a 5 – 0 – 1 vote. Mr. Gwozdz abstained.

DISCUSSION ITEMS:

· HDC#312, William Edgar, 1450 Enfield Street – Replace existing windows with vinyl replacement windows: Update and correspondence from Commissioner Polaski.

Mr. Edgar appeared before the Commission regarding HDC#312, the replacement of the windows. Chairman Tatoian also noted the Commission has received correspondence from Commissioner Polaski on this application.

Chairman Tatoian stated Mr. Edgar was present at the Commission’s November Regular Meeting and there was a discussion about the proposed windows for Mr. Edgar’s home.

Mr. Edgar stated he would be willing to attempt to go forward with Mr. Polaski’s and the Commission’s suggestions and proceed with the vinyl replacement windows recommended at the last meeting.

Mr. Edgar stated he does not yet have a contractor and was awaiting approval from this Commission. Mr. Polaski stated Home Depot may be able to suggest a contractor for this project.

Chairman Tatoian stated Mr. Edgar did not need another application to proceed but he was instructed to see Mr. Alsbaugh in the Planning Office to complete the necessary paperwork. This would include modifying the original application to show what is proposed and the Commission could then approve the amended application at a future meeting.

Ms. Dean stated her biggest concern regarding the new proposed windows would still remain that if the windows have a snap-in grill from the inside, in her opinion that would greatly diminish the exterior of the house. She suggested looking into the possibility of an exterior grill option or an option where these windows would have separate panes of glass. Mr. Polaski stated he is unsure if they offer such windows and these are the same windows Mr. Polaski put in his home and he is very happy with them. He stated they will look almost identical, although he acknowledged not exactly, because the grills are on the inside.

The Commission directed Mr. Edgar to proceed with the window replacement. Mr. Polaski offered his assistance to Mr. Edgar if needed.

ADJOURNMENT

Ms. Troiano made a motion, seconded by Ms. Smyth, to adjourn. Following a unanimous vote, the Commission adjourned at 7:30 p.m.
