ENFIELD HISTORIC DISTRICT COMMISSION

MINUTES OF A REGULAR MEETING

JUNE 24, 2009

 

A Regular Meeting of the Enfield Historic District Commission was held on Wednesday, June 24, 2009, in the Council Chambers, Enfield Town Hall, 820 Enfield Street, Enfield, Connecticut.  Chairman Tatoian called the meeting to order at 7:00 p.m.

ALSO PRESENT:     Roger Alsbaugh, Assistant Town Planner

 

Ms. Lillian Troiano made a motion, seconded by Mr. Johnston, to change the order of tonight’s agenda and consider HDC#343 at this time.  The motion was approved unanimously.

 

HDC#343    Richard Lomenzo, 1220 Enfield Street, Modification of existing flat rear and side porch roof and bay flat window roof.  EHDO Section 8.

 

Doreen Lomenzo and her builder, Tom Frattaroli, appeared before the Commission regarding this application.

 

Ms. Lomenzo stated they have a lot of leaks on their back porch and over the years it has sagged a bit and the leaks are coming in.  They want to put a slightly higher hip roof rather than a flat roof on it. 

 

Mr. Frattaroli stated on the south elevation, the north elevation and the west elevation they have existing flat roof assemblies.  Over the years there have been at least three courses of rolled roofing on them.  The roofing is so far beyond repair that when it rains, it saturates through the asphalt itself and is actually creating a leaking inside.  They have tried to coat it with tar and diverting the water.  They diverted all the runoff but the fact remains that there are some existing flat sections of the eaves where the roof slopes down to the eaves that will continue to create problematic conditions.  The Lomenzo’s were also interested in extending their porch approximately four and a half feet off the west side incorporating with that modification altering those existing flat roofs and creating a pitched roof to take care of the problems. 

 

Ms. Lomenzo stated the porch being discussed is on the back of the house.  The side is more bump outs.  It is not really a side porch that wraps around the side but it is a bump out. 

 

Mr. Frattaroli stated on the north side there is a 3’9” bump out of the foundation that has this flat roof arrangement.  On the south side, there is a bay window arrangement that has also received this flat roof treatment.  These are the areas they are proposing to modify. 

 

Chairman Tatoian asked when the house was built.  Ms. Lomenzo estimated in the 1890’s.  Chairman Tatoian asked if the porch is part of the original home.  Ms. Lomenzo stated the porch was not original although it is a historic back porch. 

 

Chairman Tatoian asked about the home’s siding.  Ms. Lomenzo stated it is wood siding and it will remain wood siding. 

 

Chairman Tatoian asked if the new proposed roof is going to be the same design and material as what is there.  Mr. Frattaroli stated the existing roof on the main house and the front porch have a 3-tab asphalt shingle.  They would propose using the same type of material.  They would augment using what was modern where appropriate.  They would use a water barrier where it is appropriate and flashing.  Mr. Frattaroli has a complete set of architectural plans that he is prepared to submit to the town.

 

Chairman Tatoian asked if the color of the roof would match the existing.  Ms. Lomenzo stated it would be the same color.

 

Mr. Johnston asked what the age of the existing roof is that they are trying to match.  Ms. Lomenzo stated they have only owned the house five years.  She knows the main roof had been done ten years ago but she didn’t think the porch roofs had been done at that time.  Mr. Johnston was concerned about the color match.  Mr. Frattaroli stated the roof is black.  Ms. Lomenzo stated the main roof is in good condition. 

 

Mr. Frattaroli stated the front wrap around porch roof because it is not in a heated area, it seems to have a little more life left in it. 

 

In response to a question from Chairman Tatoian, Ms. Lomenzo stated the back porch is actually enclosed.  It is half wood siding and it has windows.  It is not heated and they do not plan to heat it.  They use it for an entrance to their home.  It is not visible from the street. 

 

Chairman Tatoian opened this hearing to the audience.  No one spoke in favor or against this application.  Chairman Tatoian closed this public hearing. 

 

Mr. Polaski made a motion, seconded by Mr. Gwozdz, to approve the request for a Certificate of Appropriateness to modify existing flat rear porch and north rear and side 1-story roof to hipped roofs and bay window flat roof to shed roof, and extend rear porch 4.5 feet to match the extent of the rear 1-story section.  EHDO Section 8.

 

All proposed work is to include materials as shown and discussed at the 6/24/09 Regular Meeting of the Historic District Commission, as detailed in any samples or sample sheets submitted to the application file, any elevations and any photographs submitted, and as discussed in the public hearing under HDC#343.

 

Mr. Johnston stated perhaps the approval should include the notation that the roofing shingles on the addition will be selected to match the primary roof of the house.  Mr. Alsbaugh stated the motion would cover that. 

 

Chairman Tatoian stated his view is the application should be granted because it is appropriate to both the house and the surrounding district as far as the materials and the change is in accordance with the style of the house.  It does not pose any anomaly to what is there now. 

 

The motion was approved by a unanimous vote. 

 

MINUTES

 

Mr. Gwozdz made a motion, seconded by Mr. Johnston, to approve the Minutes of May 27, 2009.  The motion was approved by a unanimous vote. 

 

EXECUTIVE SESSION

 

Mr. Johnston made a motion, seconded by Ms. Lillian Troiano, to go into Executive Session to discuss pending litigation.  The motion was approved unanimously and the Commission went into Executive Session at 7:16 p.m.  Mr. Polaski made a motion to come out of Executive Session.  No votes were taken or decisions made during this Executive Session.  Executive Session ended at 7:30 p.m.

 

HDC #309   Roger Ingraham, 1443 Enfield Street, Violation of previous approval, work done without Certificate of Approval.  EHDO Section 12.

 

Chairman Tatoian noted the consensus of the Commission is to table this application until there is more information available and until some representative of the applicant appears before the Commission.

 

Ms. Lillian Troiano made a motion, seconded by Mr. Gwozdz, to table HDC#309 until the July 22, 2009 meeting.  The motion was approved unanimously. 

 

DISCUSSION ITEMS

 

A discussion followed regarding acquiring history of the Ingraham house and working with Edward Ingraham, II, on an oral history. 

 

ADJOURNMENT 

 

Mr. Johnston made a motion, seconded by Ms. Lillian Troiano, to adjourn. Following a unanimous vote, the Commission adjourned at 7:40 p.m.
