MINUTES OF A REGULAR MEETING
NOVEMBER 16, 2011
A Regular Meeting of the Enfield Historic District Commission was held on Wednesday November 16, 2011 in the Council Chambers, Enfield Town Hall, 820 Enfield Street, Enfield, Connecticut. Chairman Titian called the meeting to order at 7:00 PM.

ABSENT: Roman Polaski, Lillian Troiano, Marie Troiano and Sonja Marie Dean (Alternate)
MINUTES
Mr. Gwozdz made a motion to accept the minutes of October 26, 2011, Mrs. Smyth seconded the motion, all were in favor (4-0-0).

PUBLIC HEARINGS
HDC #358Andrew Prayzner, 1439 Enfield St., Certificate of Appropriateness for a roof replacement at an existing residence. EHDO Section 8.
Millicent Prayzner, 1439 Enfield Street, stated that she needs to replace the roof on her house. They had replaced it about 25 years ago when they first purchased the house and hired Hazardville Roofing to replace the roof. They were unaware until they went to get the building permit that they needed to obtain a Certificate of Appropriateness from the Enfield Historic District Commission. The current color of the roof is a grayish/black color and the new roof will be a similar color.
Mr. Giner passed out the roof samples to the Commission.
Chairman Tatoian questioned if the entire roof was going to be replaced.
Mrs. Prayzner stated that they would be replacing the entire roof with the exception of the porch, which has a rubber roof and the garage.
Mr. Gwozdz asked if all of the roofs were comparable in color.
Mrs. Prayzner stated that both of the roofs were the dark gray color.
Chairman Tatoian asked if the Commission had any other questions for the applicant and opened the hearing to the public. There was no public participation.
Mrs. Prayzner stated that the properties on both sides of her house are in deplorable condition, and being in the historic district, she thought the Town or the Commission should be aware of the two properties.
Chairman Tatoian stated that is an understandable concern when she is coming in to get permission to get a new roof put on and complying with the Town regulations and those are issues that will be looked into.
Mr. Giner noted that there is a Property Maintenance Officer that specifically looks into these types of issues and gave Mrs. Prayzner her information.
Chairman Tatoian closed HDC#358.
Mr. Johnston motioned to approve HDC #358 Andrew Prayzner, 1439 Enfield St., Certificate of Appropriateness for a roof replacement at an existing residence. EHDO Section 8, Mrs. Smyth seconded the motion. All were in favor (4-0-0).
