ENFIELD HISTORIC DISTRICT COMMISSION

 

WEDNESDAY, MAY 27, 2009 – 7:00 PM

AGENDA

 

1.                  Call to order – Chairman Tatoian called the meeting to order at 7:00 p.m.

 

2.                  Roll call – Present were Chairman Richard Tatoian, Robert Johnston, Roman Polaski, Nancy Smyth, Marie Troiano, Raymond Gwozdz, Alternate, and Lillian Troiano, Alternate.

 

3.                  Old Business - ONE

HDC #309      Roger Ingraham, 1443 Enfield St., Violation of previous approval, work done without Certificate of Approval. EHDO Section 12

 

4.                  Public Hearings: ONE

HDC #342      Initiative of the Enfield Historic District Commission to adopt Guidelines for the Enfield Local Historic District. EHDO Section 3

 

5.                  New Business – NONE

Mr. Gwozdz made a motion, seconded by Ms. Smyth, to change the order of tonight’s agenda.  The motion was approved by a 5 – 0 – 0 vote. 

 

6.                  Executive Session – Matters regarding pending litigation, specific employees, acquisition of real estate, and / or matters exempt from disclosure requirements, as needed.  The specific reason should be stated for each session – Mr. Polaski made a motion, seconded by Mr. Johnston, to go into Executive Session to discuss legal matters.  The motion was approved unanimously and the Commission went into Executive Session at 7:40 p.m.  Executive Session ended at 8:40 p.m.  No votes were taken and no action occurred during this Executive Session. 

 

7.                  Discussion Items

8.                  HDCR - Review files, determinations of need for certificates of appropriateness: NONE

 

9.                  Public Participation

 

10.              Approval of Meeting Minutes – October 22, 2008 – Mr. Gwozdz made a motion, seconded by Ms. Lillian Troiano, to approve the Minutes of October 22, 2009.  The Minutes were approved by a unanimous vote.  

 

11.              Staff Report

·        Budget / Tree Planting / Coordinate with ECC

·        Support of Scantic River Watershed Association Greenway expansion initiative

 

12.              Correspondence

 

13.              ELECTION OF OFFICERS – nomination and election of Vice-Chairman to fill remainder of term through September, 2009 due to resignation of F. Russell Meyer – Mr. Gwozdz nominated Roman Polaski for Vice Chairman of the Enfield Historic District Commission.  Ms. Lillian Troiano seconded the nomination.  Chairman Tatoian closed the nominations.  Mr. Polaski was elected Vice Chairman by a unanimous vote. 

 

14.              Adjournment – Mr. Gwozdz made a motion, seconded by Ms. Lillian Troiano, to adjourn.  Following a unanimous vote, the Commission adjourned at 8:40 p.m.
