NOTICE OF ACTION

ENFIELD HISTORIC DISTRICT COMMISSION

 

WEDNESDAY, JUNE 24, 2009 – 7:00 PM

COUNCIL CHAMBERS - ENFIELD TOWN HALL

820 ENFIELD STREET, ENFIELD, CT 06082

 

AGENDA

 

1.                  Call to order – Chairman Tatoian called the meeting to order at 7:00 p.m.

 

2.                  Roll call – Present were Chairman Richard Tatoian and Commission members Robert Johnston, Roman Polaski, Marie Troiano, Lillian Troiano, Alternate, and Raymond Gwozdz, Alternate. 

 

Ms. Lillian Troiano made a motion, seconded by Mr. Johnston, to change the order of tonight’s agenda and consider HDC#343 at this time.  The motion was approved by a unanimous vote. 

 

3.                  Old Business - ONE

HDC #309      Roger Ingraham, 1443 Enfield St., Violation of previous approval, work done without Certificate of Approval. EHDO Section 12 – Ms. Lillian Troiano made a motion, seconded by Mr. Gwozdz, to table HDC#309 until the July 22, 2009 meeting.  The motion was approved unanimously. 

 

4.                  Public Hearings

CONTINUED - ONE

HDC #342      Initiative of the Enfield Historic District Commission to adopt Guidelines for the Enfield Local Historic District. EHDO Section 3 - Ms. Lillian Troiano made a motion, seconded by Mr. Gwozdz, to table HDC#342 until the July 22, 2009 meeting.  The motion was approved unanimously. 

 

New Business - ONE

HDC #343      Richard Lomenzo, 1220 Enfield St., Modification of existing flat rear & side porch roof and bay flat window roof. EHDO Section 8 – This public hearing was closed.

Mr. Polaski made a motion, seconded by Mr. Gwozdz, to approve the request for a Certificate of Appropriateness to modify existing flat rear porch and north rear and side 1-story roof to hipped roofs and bay window flat roof to shed roof, and extend rear porch 4.5 feet to match the extent of the rear 1-story section.  EHDO Section 8

 

All proposed work is to include materials as shown and discussed at the 6/24/09 Regular Meeting of the Historic District Commission, as detailed in any samples or sample sheets submitted to the application file, any elevations and any photographs submitted, and as discussed in the public hearing under HDC#343. 

 

The motion was approved by a unanimous vote. 

 

5.                  Executive Session – Matters regarding pending litigation, specific employees, acquisition of real estate, and / or matters exempt from disclosure requirements, as needed.  The specific reason should be stated for each session – Mr. Johnston made a motion, seconded by Ms. Lillian Troiano, to go into Executive Session to discuss pending litigation.   The motion was approved unanimously and the Commission went into Executive Session at 7:16 p.m.

 

Mr. Polaski made a motion to come out of Executive Session and return to the regular meeting at 7:30 p.m.   He noted no votes were taken or decisions made during the Executive Session. 

 

6.                  Discussion Items

7.                  HDCR - Review files, determinations of need for certificates of appropriateness: NONE

 

8.                  Public Participation

 

9.                  Approval of Meeting Minutes – May 27, 2009 – Mr. Gwozdz made a motion, seconded by Mr. Johnston, to approve the Minutes of May 27, 2009.  The Minutes were approved by a unanimous vote.

12.              Adjournment – Mr. Johnston made a motion, seconded by Ms. Lillian Troiano to adjourn.  Following a unanimous vote, the Commission adjourned at 7:40 p.m.
