1.      Call to Order & Pledge of Allegiance - Vice Chairman Duren called the meeting to order at 7:30 p.m. (Chairman James Howard is away on military duty.)

READING OF THE LEGAL NOTICE     
 9.     PUBLIC HEARINGS - NEW
a.      PH #2378 - Application for a Special Use Permit under Section 5.20.2A. to allow used boat sales at 126 Hazard Avenue, in a BG zone, Map 65, Lot 65, Thomas J. Foy III, Applicant, Poway Associates, Owner.  (Must close by July 10) - This application was withdrawn per a letter received on May 28, 2003 to Jose Giner.
b.      PH #2383 - Application for a Zone Change from Residential -33(R-33) to Business Local (BL) for a portion of the property located at 544 Hazard Avenue, Map 101, Lot 192, Specialty Plumbing Supply Company, applicant/Labis & Goles, owners.  (Must close by July 10) - This public hearing was continued pending a report from Mr. Giner on what the DOT is considering for this area.
c.      PH #2386 - Application for a Special Use Permit to allow more than two electronic amusement machines at a previously approved restaurant located at 136 Elm Street, in a Business Regional (BR) Zone, Map 57, Lot 329, Randy's Wooster St. Pizza Restaurant, applicant / SEA Enfield Stateline Plaza LLC, owner.  (Must close by July 10) - This public hearing was closed.  Commissioner Krebs made a motion, seconded by Commissioner Cooper, to approve PH#2386 with the Public Hearing Standard Conditions #3, 5, 12, 13, 14 and 15.  The motion was approved by a 5 - 0 - 0 vote.
d.      PH #2387 - Application for a Modification to a Special Use to allow changes to an existing facade at Enfield Commons, 25 Hazard Avenue in a Business Regional (BR) Zone, Map 45, Lot 8, SEA Enfield Commons LLC, Applicant/Owner.  (Must close by July 10) - This public hearing was closed.
Commissioner Krebs made a motion, seconded by Commissioner Cooper, to approve PH#2387 with the Public Hearing Standard Conditions #3, 5, 12, 13, 14 and 15.  The motion was approved by a 5 - 0 - 0 vote.
e.      PH #2381.02 - Application for a modification of conditions previously imposed on a Special Use Permit for a Class 1 Liquor License to allow for a restaurant use in addition to an existing banquet facility use at 23 North Main Street, Zoned TV, Map 27, Lot 134, Silvia Salvari, Applicant/Owner.  (Must close by July 10) - This public hearing was closed.  
Commissioner Krebs made a motion, seconded by Commissioner Jedynak, to approve PH#2381.02 with the conditions included in the memo from Jose Giner dated June 5, 2003.  The motion was approved by a 4 - 1 - 0 vote.  Commissioner Krebs voted nay.
10.            Old Business
a.      Bond Releases
1.      PH #2040 - Scantic Glade 9 lot subdivision (off Hazard Avenue - Katie Lane) maintenance bond release request in the amount of $20,955 from George Colli - Commissioner Krebs made a motion, seconded by Commissioner Cooper, to release the maintenance bond for George Colli, PH#2040, in the amount of $20,955 with the condition that the site gets reinspected regarding the catch basins.  The motion was approved by a 5 - 0 - 0 vote.
2.      Request for de facto release of expired bonds per memo from Finance Director dated December 19, 2002. - No action.

11.            New Business
a.      SPR #1220 - Application by Marks Motorsports to have a motor sports      business at 70 Enfield Street, Zoned BG, Map 35, Lot 45, Marks Motorsports, applicant, Robert Nuger, owner. - Commissioner Krebs made a motion, seconded by Commissioner Hickey, to approve SPR#1220 with the condition that no outside storage or display be allowed other than what is permitted by the regulations.  The motion was approved by a 5 - 0 - 0 vote.

b.      SPR #1222 - Application for a site plan review for a walk in refrigerator/freezer for Country Diner (Rear) at 111 Hazard Avenue, Zoned BP, Map 65, Lot 67, Joseph Ravalese, applicant/Colli Management LLC, owner. - Commissioner Krebs made a motion, seconded by Commissioner Jedynak, to approve SPR#1222 with the Standard Conditions of Approval for Site Plans, #1, 2, 4, 5, 12, 13, 14 and 15 and two additional conditions.  First, that the North Central Health District's memo dated June 5, 2003 be addressed prior to the issuance of a building permit; and, second, that John Cabbibo's concerns outlined in his memo dated May 13, 2003 be addressed.  The motion was approved by a 5 - 0 - 0 vote.

c.      SPR #1223 - Application for a site plan review for modification of parking and entrance at 71 Hazard Avenue, Zoned BL, Map 56, Lot 36, Toner & Roberts, applicant/owners. - No action was taken on this site plan review pending a review of the revised plans by John Cabbibo.  This item will be on the agenda for the Commission's next meeting.

d.      Section 8-24 Referral - For Acceptance of street known as Meetinghouse Lane. - At Mr. Giner's request, this item was tabled to a later meeting.

e.      Discussion and possible recommendations regarding revised fee schedules for subdivision and zoning applications. - Vice Chairman Duren requested, on behalf of the Commission, that a revised fee schedule be presented to the Commission for their next meeting so that it can then be sent to the Town Council with a recommendation.

The following applications were accepted by the Commission:
PH #2389 - Application by Scitico Car Wash for a Special Use Permit to allow a sign for Magic Minit Car Wash in Scitico Plaza, Zoned BG, Map 110, Lot 12, Alan K. Tracy, applicant, P&D Realty, owner. - A public hearing will be scheduled for June 19, 2003.
PH #2390 - Application for minor modification of previously approved plans to allow Hazardville Fire to erect a training simulator (mock roof) at rear of 385 Hazard Ave. (Fire Station), Zoned R-33, Map 92, Lot 61, Jack Flanagan, applicant / Hazardville Fire District, owner. - A public hearing will be scheduled for July 10, 2003.
PH #2391 - Application for modification of conditions imposed previously at 10 Palomba Drive for construction of 1,129+ sq. ft. service reception area addition and 95 + sq. ft. entry way addition to the existing car dealership building, Zoned BR, Map 57, Lot 334, LIA Auto group, applicant/owner. - A public hearing will be scheduled for July 10, 2003.
SPR #1224 - Application by Gale Toyota for interior renovations at 50 Palomba Drive, Zoned
BR, Map 57, Lot 337, Gala Toyota, applicant/owner. - Mr. Giner stated this application is being revised and was previously approved administratively.
SPR #1225 - Application for Sterling Machine Co. to construct a 33,740 sq. ft. manufacturing and office facility with associate site improvements at 4 Peerless Way (off Shaker Rd.), Zoned I-1, Map 94, Lot 69, Caravella Associates, applicant / CJK Realty LLC, owner. - A public hearing will be scheduled for June 19, 2003.
14.     Adjournment - Commissioner Krebs made a motion, seconded by Commissioner Jedynak, to adjourn.  Following a unanimous vote, the Commission adjourned at 10:05 p.m.
