DRAFT MINUTES OF REGULAR MEETING
September 30, 2011
Call To Order
The regular meeting of the Enfield Town Council DPW-Subcommittee was held in the Enfield Room at the Town Hall, 820 Enfield Street, Enfield, Connecticut. The meeting was called to order at 2:45 P.M.
Roll Call
Present at the DPW Subcommittee meeting were Councilman Ken Nelson, Councilman and Joseph Bosco, Town Manager Matthew Coppler, Public Works Director Piya Hawkes, Assistant Director David Tuttle, Fleet Manager Rick Davenport, Assistant Superintendent Mark Gahr, Director of Public Safety Christopher Bromson and Deputy Chief of Police Gary Collins.
Adoption of Minutes
The September 9, 2011 draft minutes of meeting was not discussed or approved.
Section 1D-2 Bid Results
Mr. Hawkes provided the bid results for Section 1D-2 of the Road2010 program. JSL Asphalt Inc was the low bidder at $1,678,734.80 and Hinckley was the second lowest bidder at $1,748,352.20. Mr. Hawkes stated that he did make reference calls to three of the municipalities (Vernon, Ellington, South Windsor) that JSL listed in their proposal. Two of the municipalities stated that JSL was selected through the State Bid to either perform overlay or mill/overlay projects but not for a full depth road reconstruction projects that included drainage or sidewalk work. One municipality stated they had knowledge that JSL was selected by the State of Connecticut Department of Transportation to perform full depth reconstruction work on Rt. 286 but CTDOT was not satisfied with the final product and required JSL to redo the work. In addition, all of JSL’s previous projects they referenced in their bid submission ranged between $100k to $500k. Based on the information provided, the DPW Subcommittee decided to re-bid Section 1D-2.
Enfield High School Proposed Gravel Parking Lot
Mr. Hawkes received a quote of $15,697.00 from Slanetz Corporation to provide the labor and equipment to construct a 100 X 200 foot gravel parking lot at the Enfield High School. Mr. Hawkes stated the Town would be able to provide the necessary materials to Slanetz for the project through a current State Bid. The DPW Subcommittee decided to go forward with the construction of the gravel parking lot.
