ENFIELD TOWN COUNCIL

MINUTES OF A SPECIAL MEETING

MONDAY, JANUARY 4, 2010

A Special Meeting of the Enfield Town Council was called to order by Chairman Kaupin in the Enfield Room of the Enfield Town Hall, 820 Enfield Street, Enfield, Connecticut on Monday, January 4, 2010.  The meeting was called to order at 5:37 p.m.

ROLL-CALL – Present were Councilmen Bosco, Crowley, Dumont, Edgar, Kaupin, Mangini and Nelson.  Councilmen Keller arrived at 5:43 p.m., Councilmen Hall, Kiner and Lee were absent.  Also present Town Manager Matthew Coppler, Assistant Town Manager Daniel Vindigni, Town Clerk Suzanne Olechnicki.

The Town Manager introduced the new Human Resources Director Steven V. Bielenda.  Mr. Bielenda gave a brief overview of his background:

·         Jan 2002-Present – Director of Human Resources/Labor Relations Manager and Employment Labor Counsel for the Town of East Hartford (population 50,000) serving 500 employees include Police, Fire, Dispatchers, Clerical, Parks /Public Works and administrative staff.

·         1999-2001 Employment/Labor Counsel for AAIM, The Management Association which was a business association of approximately 300 CT Companies.

·         1997-1999 –Co-Founder/Owner/Legal Counsel – Connors, Bielenda & Associates, LLC

·         1994-1997 –Associate Attorney-Employee/Labor Law Firm of Stephen P. Horner & Associates

·         1993-1995 Student Intern to the Honorable Alfred V Covello of the U.S. District Court, District of CT

·         1996 – Admitted to practice law in CT

·         1995 – Juris Doctor Degree from Pace University School of Law

·         1991 – BS – Finance from UCONN

He also spoke about his willingness to listen and discuss issues with employees and that he looks forward to bringing those skills to Enfield and getting to know everyone in the organization.

Mr. Bielenda will begin his duties as Director on February 5, 2010.

The council welcomed Mr. Bielenda and wished him well.

MOTION #0709 by Councilman Nelson, seconded by Councilman Mangini to go into Executive Session to discuss Personnel Matters, Pending Litigation and Real Estate Negotiations.

Upon a SHOW-OF-HANDS vote being taken, the Chair declared MOTION #0709 adopted

8-0-0 and the meeting stood recessed at 6:01 p.m.

EXECUTIVE SESSION

The Executive Session of the Enfield Town Council was called to order by Chairman Kaupin at 6:02 p.m.

ROLL-CALL – Present were Councilmen Bosco, Crowley, Dumont, Edgar, Kaupin, Keller, Mangini and Nelson.  Also present Town Manager Matthew Coppler, Assistant Town Manager Daniel Vindigni, Town Clerk Suzanne Olechnicki.

Personnel Matters, Pending Litigation and Real Estate Negotiations were discussed with no action or votes being taken.

Chairman Kaupin recessed the Executive Session at 6:56 p.m.  He reconvened the Special Meeting at 6:57 p.m. and stated that during Executive Session, Personnel Matters, Pending Litigation and Real Estate Negotiations were discussed with no action or votes being taken.

ADJOURNMENT

MOTION #0710 by Councilman Crowley, seconded by Councilman Keller to adjourn.

Upon a SHOW-OF-HANDS vote being taken, the Chair declared MOTION #0710 adopted

8-0-0 and the meeting stood adjourned at 7:58 p.m.
