ENFIELD TOWN COUNCIL

MINUTES OF A SPECIAL MEETING/BUDGET REVIEW SESSION

WEDNESDAY, MARCH 24, 2010

The Special Meeting/Budget Review Session of the Enfield Town Council was called to order by Chairman Kaupin in the Enfield Room of the Enfield Town Hall, 820 Enfield Street, Enfield, Connecticut on Wednesday March 24, 2010 at 6:00 p.m.

ROLL-CALL - Present were Councilmen Dumont, Hall, Kaupin, Keller Kiner, Lee and Mangini.  Councilmen Bosco and Nelson arrived at 6:05 p.m., Councilman Crowley at 6:10 p.m., Councilman Edgar at 8:10 p.m.  Councilman Crowley left the meeting at 7:20 p.m. and Councilman Lee at 8:35 p.m.  Also present were Town Manager Matthew Coppler, Assistant Town Manager Daniel Vindigni, Director of Finance Lynn Nenni, Director of Social Services Pamela Brown, Assistant Director of Social Services Joel Cox, Dial-A-Ride Supervisor Annette Reed, Adult Day Care Center Director Paula Vaicekauskas, Child Development Center Executive Director Karen Edelson, Child Development Center Deputy Director Dianna Wassenhove, Youth Services Director, Jean Haughey, Youth Services Coordinator Christie Amsden, Senior Citizens Center Director Susan Lather, Family Resource Center Coordinator Amy Morales, Town Clerk Suzanne Olechnicki.

The budget proposals for Social Services Administration, Dial-A-Ride, Congregate Living, Adult Day Care, Child Development Center, Senior Center, Youth Services, Neighborhood Services and Family Resource Center were reviewed.

MOTION #0803 by Councilman Mangini, seconded by Councilman Dumont to go into Executive Session to discuss Personnel Matters, Pending Litigation and Real Estate Negotiations.

Upon a SHOW-OF-HANDS vote being taken, the Chair declared MOTION #0803 adopted

9-0-0 and the meeting stood recessed at 9:02 p.m.

EXECUTIVE SESSION

The Executive Session of the Enfield Town Council was called to order by Chairman Kaupin at 9:03 p.m.

ROLL-CALL – Present were Councilmen Bosco, Dumont, Edgar, Hall, Kaupin, Keller Kiner, Mangini and Nelson.  Also present Town Manager Matthew Coppler, Assistant Town Manager Daniel Vindigni, Town Clerk Suzanne Olechnicki.

Personnel Matters, Pending Litigation and Real Estate Negotiations were discussed with no action or votes being taken.

Chairman Kaupin recessed the Executive Session at 9:21 p.m.  He reconvened the Special Meeting at 9:22 p.m. and stated that during Executive Session, Personnel Matters, Pending Litigation and Real Estate Negotiations were discussed with no action or votes being taken.

ADJOURNMENT

MOTION #0804 by Councilman Nelson, seconded by Councilman Kiner to adjourn.

Upon a SHOW-OF-HANDS vote being taken, the Chair declared MOTION #0804 adopted

9-0-0 and the meeting stood adjourned at 9:23 p.m.
