ENFIELD TOWN COUNCIL

MINUTES OF A SPECIAL MEETING/BUDGET REVIEW SESSION

THURSDAY, APRIL 15, 2010

The Special Meeting of the Enfield Town Council was called to order by Chairman Kaupin in the Enfield Room of the Enfield Town Hall, 820 Enfield Street, Enfield, Connecticut on Thursday April 15, 2010 at 6:00 p.m.

ROLL-CALL - Present were Councilmen Crowley, Dumont, Edgar, Kaupin, Kiner, Lee, Mangini and Nelson.  Councilman Bosco, Hall and Keller were absent.  Councilmen Crowley, Kaupin, Lee and Mangini left the meeting at 6:29 p.m.  Also present were Town Manager Matthew Coppler, Assistant Town Manager Daniel Vindigni, Director of Finance Lynn Nenni, Director of Social Services Pamela Brown, Town Clerk Suzanne Olechnicki.  Present for the outside agencies being reviewed, Executive Director Patricia Palpini for Home and Community Health, President of the Board of Directors Peter Falk for Literacy Volunteers, Marsha DuFore for North Central Regional Mental Health, COO Howard Sovronsky for North Central Counseling Services, Vice-Chairman Michael Mennella for the Commission on Aging, Executive Director Christopher Leary for New Directions, Executive Director Kathy Barron for the Network Against Domestic Abuse, President & CEO Todd Rose for the Visiting Nurse/Health Services, Executive Director Claire Hall for Educational Resources for Children (After School Program), Executive Director Linda Bridge for the Enfield Food Shelf, President Kay Tallarita for the Emergency Loan Fund of Enfield, Chairman Karen Weseliza and Coordinator Chris Gomeau for KITE, President Joan Pacheco and Board Member Denise Robideau for the ARC of Greater Enfield.

MOTION #835 by Councilman Crowley, seconded by Councilman Lee to move the meeting to the Break Room of the Enfield Town Hall and to go into Executive Session to discuss Personnel Matters, Pending Litigation and Real Estate Negotiations.

Upon a SHOW-OF-HANDS vote being taken, the Chair declared MOTION #835 adopted 8-0-0 and the meeting stood recessed at 6:01 p.m.

EXECUTIVE SESSION

The Executive Session of the Enfield Town Council was called to order by Chairman Kaupin in the Break Room of the Enfield Town Hall at 6:03 p.m.

ROLL-CALL - Present were Councilmen Crowley, Dumont, Edgar, Kaupin, Kiner, Lee, Mangini and Nelson.  Councilman Bosco, Hall and Keller were absent.  Also present Assistant Town Manager Daniel Vindigni, Chief of Police Carl Sferrazza, Director of Public Safety Christopher Bromson, Town Clerk Suzanne Olechnicki

Personnel Matters, Pending Litigation and Real Estate Negotiations were discussed with no action or votes being taken.

Chairman Kaupin recessed the Executive Session at 6:27 p.m.  He reconvened the Special Meeting at 6:28 p.m. and stated that during Executive Session, Personnel Matters, Pending

Litigation and Real Estate Negotiations were discussed with no action or votes being taken.

Councilmen Crowley, Kaupin, Lee and Mangini excused themselves from the meeting at that time.

Acting-Chairman Nelson reconvened the Special Meeting at 6:32 p.m. in the Enfield Room

BUDGET DISCUSSION – OUTSIDE AGENCIES

The budget requests for the Outside Agencies noted above were discussed.

ADJOURNMENT

MOTION #836 by Councilman Edgar, seconded by Councilman Kiner to adjourn.

Upon a SHOW-OF-HANDS vote being taken, the Chair declared MOTION #836 adopted 4-0-0 and the meeting stood adjourned at 8:32 p.m.
