ENFIELD TOWN COUNCIL MINUTES OF A PUBLIC HEARING FEBRUARY 2, 2004
A Public Hearing was called to order by Chairman Tallarita in the Council Chambers of the Enfield Town Hall, 820 Enfield Street, Enfield, Connecticut on Monday, February 2, 2004. The Hearing was called to order at 7:20 p.m.
ROLL-CALL - Present were Councilmen Crowley, Dodd, Edgar, Egan, Fiore, Kaupin, Mangini, Peruta, Reveruzzi, Tait and Tallarita. Also present were Town Manager, Scott Shanley; Assistant Town Manager, Daniel Vindigni; Town Clerk, Suzanne Olechnicki; Town Attorney, Christopher Bromson; Information Technology Director, Charlene Bond; Director of Finance, Gregory Simmons; Director of Economic Development, Raymond Warren
Chairman Tallarita read the notice of Public Hearing which was published in the Journal Inquirer on Saturday, January 24, 2004 as follows:
TOWN OF ENFIELD LEGAL NOTICE
The Enfield Town Council will hold a Public Hearing in the Enfield Town Hall, Council Chambers, 820 Enfield Street, Enfield, Connecticut on Monday, February 2, 2004 at 7:15 p.m. to allow interested citizens an opportunity to express their opinions regarding AMENDING RESOLUTION NO. 5166 - TAX DEFERRAL PROGRAM FOR REHABILITATION AREAS.
Copies of the proposed changes are available for public inspection in the Office of the Town Clerk, 820 Enfield Street, Enfield, Connecticut, Monday through Friday 9:00 a.m. to 5:00 p.m.
Chairman Tallarita announced the ground rules for the Public Hearing.
Mr. Shanley explained this is an opportunity to provide a limited tax abatement for individuals who choose to make investments in certain buildings. He noted the Council discussed this and amended what existed before to reduce the age to 25 years for both residential and commercial; to change the definition in the Thompsonville Village area to include the entire census tract, to include the Hazardville Village District as recently adopted by the Planning & Zoning Commission; to create the 10% minimum which is consistent with the discussion held at the last meeting when this item was discussed.
Mr. Warren agreed with everything stated by the Town Manager. He stated his belief this is a welcome ingredient to encourage investment in older properties. He noted the Assessor is putting a mailing list together at this time. He explained this mailing list consists of all the properties within the BL zone and within the other two residential areas. He noted they'll put together a flyer that will go to every property owner so that they're aware of this program. He went on to state that just the discussion so far has generated interest in a few parties, i.e., the former burned-out bike shop on Route 5, as well as the owner of two dilapidated properties that front the Family Resource Center on High Street.
Mr. Warren concluded stating his belief this will be a constructive addition to the Town's community development efforts.
Chairman Tallarita invited speakers from the public to come forward for comments.
As no one wished to speak, Chairman Tallarita closed the Public Hearing at 7:25 p.m.
