ENFIELD TOWN COUNCIL MINUTES OF A PUBLIC HEARING MONDAY, JUNE 7, 2004
A Public Hearing was called to order by Chairman Tallarita in the Council Chambers of the Enfield Town Hall, 820 Enfield Street, Enfield, Connecticut on Monday, June 7, 2004. The Hearing was called to order at 7:30 p.m.
ROLL-CALL - Present were Councilmen Crowley, Dodd, Egan, Fiore, Peruta, Reveruzzi, Tait, and Tallarita. Councilmen Edgar, Kaupin and Mangini were absent. Also present were Town Manager, Scott Shanley; Assistant Town Manager, Daniel Vindigni; Town Attorney, Christopher Bromson; Town Clerk, Suzanne Olechnicki; Director of Planning and Community Development, Jose Giner.
Chairman Tallarita read the notice of Public Hearing which was published in the Journal Inquirer on Friday, May 28, 2004 as follows:
TOWN OF ENFIELD LEGAL NOTICE PUBLIC HEARING MONDAY, JUNE 7, 2004
The Enfield Town Council will hold a Public Hearing in the Enfield Town Hall, Council Chambers, 820 Enfield Street, Enfield, Connecticut on Monday, June 7, 2004 at 7:20 p.m. to allow interested citizens an opportunity to express their opinions regarding the 2004 NEIGHBORHOOD ASSISTANCE ACT PROPOSALS. Please direct any questions to Assistant Town Manager, Daniel T. Vindigni (860) 253-6351.
Chairman Tallarita then announced the ground rules for the Public Hearing.
Mr. Vindigni explained this is an annual program provided by the State of Connecticut that allows non-profit organizations and government agencies that are pursuing specific projects or activities to solicit donations from the business community and in return those business entities that do make donations are eligible for state business tax credit and any other tax write-offs they're able to get from the federal government. He noted there is no loss of tax dollars to the Town of Enfield specifically, and it is entirely up to the non-profit organization to pursue the donations from the different businesses.
He stated there are four applications for projects this year. They are as follows:
" The Enfield Beautification Committee - they are looking to continue the purchase and replacement of U.S. flags along main streets in Enfield. The amount requested under this program is $15,000. " Enfield Loaves and Fishes - they are requesting $50,000 " The Hazardville Institute Conservancy - they are pursuing restoration of that building, specifically energy control and ADA Compliance - they're requesting $75,000 " The Conservation Commission - they would like to clean up the riverbanks along the Connecticut and Scantic Rivers. They're requesting $1,100
Jack Hartley, 19 Alban Road Spoke as past chairman of the Beautification Committee and current chairman of the Flag Program. He noted they initiated the flag program six years ago and it's going well. He stated with this money they hope to continue this program. He noted their biggest expense is the rental of the bucket truck, which costs $25.00 per hour. He stated this can easily total $1,200 to $1,500 per year because they have to put up and take down the flags twice per year. He noted volunteers put up the flags and take care of storage and maintenance of flags.
Gretchen Pfeifer-Hall, 4 Somers Road Stated she's present on behalf of the Enfield Conservation Commission. She noted this is the first time they've applied for this program. She stated this group has done the Connecticut River clean-up and have done a good job on a shoestring budget. She stated hopefully a little donation will help them continue this effort.
She stated she is also present on behalf of the Hazardville Institute Conservancy, and the Conservancy participated in this program in the past. She noted this has been another source of revenue and they would like to continue with this.
As no one else wished to speak, Chairman Tallarita closed the Public Hearing at 7:35 p.m
