BY-LAWS

 

of the

 

TOWN OF ENFIELD

 

COMMISON ON AGING

 

ARTICLE ONE

 

  1. The name of the Commission shall be “COMMISSION ON AGING”.

 

ARTICLE TWO

 

  1. The following is the purpose for which this commission was established:

 

1.     To study, coordinate, initiate, and encourage programs for elderly.

 

  1. The responsibilities of the Commission shall be:

 

1.     To foster understanding, respect, and involvement of the older adults in the life of the community

2.     To encourage participation of older residents in all aspects of community life.

3.     To assure older citizens equal access to Town resources, facilities and programs, through participation in Town planning and decision-making in all projects concerning Elderly.

4.     To continuously study and analyze the needs of the older population in order to maintain innovation approaches to their changing needs.

5.     To recommend application for State and Federal, or other grants, etc.

6.     To provide counsel and assistance to local agencies, programs, both public and private, which provide services for the aged.

7.     To submit a report of progress to the Town Council annually.

  

 

ARTICLE THREE

 

METHOD OF ESTABLISHMENT

 

  1. The Commission was established by Ordinance #1253 by the Town Manger with approval of the Town Council in the Town of Enfield on August 30, 1971.

 

ARTICLE FOUR

 

MEMBERS

 

  1. The Commission shall consist of nine (9) members appointed by the Town Manager with approval of the Town Council.

            1.     At least five (5) of the members shall be over sixty years of age.

2.     In addition to the nine (9) members, the Mayor, or a member of the Town Council, or Town Manager, or his representative, shall be an ex-officio member of the Commission.

3.     New members will be presented with the By-Laws which will include provision for resignation, when appointee is unable to comply with its rules.

 

ARTICLE FIVE

 

AUTHORITY AND ADMINISTRATION

 

  1. This Commission shall have all the powers and duties not inconsistent with the Charter, which are prescribed in the Connecticut General Statutes.
  2. The Commission shall have available to it the services of other Town Departments and Agencies for the assistance to the Commission in discharge of its duties.
  3. The Officers shall be: Chairman, Vice-Chairman, Treasurer, and Secretary, selected by the Commission from its members.
    1. Terms shall be one calendar year and shall serve until their successors are selected. No Officer shall serve more than two consecutive terms in the same office. 

 

    D.    The duties of the Officers shall be:

 

    1. Chairman- Shall preside at all meetings. Shall appoint a member of the Commission to serve as a liaison with the various agencies, public or private, providing services to the Elderly.
    2. Vice-chairman- Shall preside over meetings in the absence of the Chairman, and shall be responsible for all the duties of the Chairman.
    3. Treasurer- Shall be responsible for accurate recording of all financial transaction, presentation of the budget, and monthly report to the Commission.
    4. Secretary- Shall be responsible for notification of regular and special meetings, correspondence of the Commission, filing of Minutes, reports and information pertaining to the Commission’s activities. These shall be filed with the Town clerk’s office and other appointed officials.

 

ARTICLE SIX

 

MEETINGS

 

A.                 The meetings shall be held monthly at a time and place established by vote of the Commission.

B.                 A partial agenda shall be prepared for each meeting and shall be mailed to the Commission members as a review of action planned at least one week prior to the date of meeting.

C.                 The right to vote is restricted to the appointed members. Five (5) appointed members shall constitute a quorum.

D.                 Town Council and Town Manager shall be notified in writing when a member misses three (3) consecutive meetings without notifying the Chairman. Said member will be asked to resign.

 

ARTICLE SEVEN

 

COMMISSION RECORDS AND MAIL

 

A.     The official address shall be Enfield Senior Center, 299 Elm Street Enfield, Ct. 06082. Records shall be kept in a properly labeled, designated cabinet under a lock. Key to the cabinet shall be in possession of the Chairman and the Secretary. Clearly marked mail box should hold only the current mail.

 

ARTICLE EIGHT

 

AMENDMENTS

 

These By-Laws may be amended or changed by a two-thirds vote of the Commission members at any regularly called meeting.
