In order to be considered eligible for the Housing Rehab and First-time Homebuyer programs, you must be at or below 80% of the area Median Family Income. (MFI)  The MFI for Hartford County is $80,200.  The level of your family income determines the amount of funding and interest rate you are eligible for under the Town programs.  Please be sure to provide proof of your income with the loan and grant applications.
