Youth Counselor I

  • HOURS OF WORK: 9:00 a.m. to 5:00 p.m. with some evenings.



GENERAL STATEMENT OF DUTIES: Highly responsible position assisting the Youth Services Director in developing, implementing and evaluating programs and services to youth and families on a Town wide basis based on the philosophy of positive youth development.


SUPERVISION RECEIVED: Works under the general direction of the Youth Services Director or designee.


SUPERVISION EXERCISED: May supervise interns and other Division staff of a lower grade.


ESSENTIAL JOB FUNCTIONS: Performs any or all of the following duties: provides supportive counseling to individuals, families and groups; provides crisis intervention; provides case management, documentation and referrals and resources to families and youth; develops, implements and runs new and existing psycho educational and positive youth development groups/programs including screening and procuring supplies; acts as advocate for clients; works on community projects and provides community based programs; keeps public informed of new programs and progress of existing programs; assists with public relations and provides public speaking engagements, interviews and provides support services for juvenile review board and court referrals; performs home visits; maintains and updates client records and monitors client's progress; regular & punctual attendance.


OTHER JOB FUNCTIONS: Assists in the writing of grants; may provide transportation for clients; performs related work as required.

While performing the duties of this job the employee is regularly required to sit, talk and hear. The employee is frequently required to stand and to use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. Hand-eye coordination is necessary to operate computers and various office equipment. The employee must occasionally lift up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, and the ability to adjust focus.

While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee is occasionally exposed to wet and/or humid conditions, or airborne particles.


Performs highly complex and varied tasks requiring independent knowledge and its application to a variety of situations, as well as exercise of independent judgment.


The noise level in the work environment is usually quiet.


MINIMUM QUALIFICATIONS: KNOWLEDGE, SKILL AND ABILITY: Ability to establish communication with youth from varying backgrounds. Ability to carry out well-defined youth programs as laid out by the Youth Services Director. Ability to counsel youth and families. Ability and knowledge in group work. Good verbal and writing skills. Knowledge of Connecticut Youth and Family Law. Ability to write well defined reports using Microsoft programs.


EXPERIENCE AND TRAINING: Bachelors degree with a major in counseling, sociology, psychology or some related field, Master's degree preferred, and two (2) years of experience in a counseling environment. Valid driver's license.
