  • EXPERIENCE AND TRAINING: Associates degree in business or related field and not less than three (3) years experience in office work of a responsible and confidential nature requiring effective interaction with public and employees, or high school or equivalency diploma and five (5) years experience as described above, or any equivalent combination of experience and training.  Computer experience in HRIS. 

GENERAL STATEMENT OF DUTIES: Confidential position under the general direction of the Director of Human Resources responsible for providing technical and clerical support assistance in the administration and coordination of Town sponsored benefit programs and employee services and activities. 

SUPERVISION RECEIVED: Works under the general supervision of the Director of Human Resources. 


ESSENTIAL JOB FUNCTIONS: Processes and assists with the case management of Workers' Compensation and police heart and hypertension claims and maintains files for same; tracks lost time and light duty statistics and logs under OSHA recording requirements; is liaison between employees, insurance company, physicians and the Town in routine follow-up of Workers' Compensation cases; coordinates, attends and participates at labor-management safety meetings; compiles and distributes safety meeting minutes and manages the activity of the loss control recommendation logs; coordinates various employee seminars and insurance fairs; researches and completes various surveys pertaining to safety and employee benefits; coordinates OSHA mandated tests and training seminars; processes bills for health & safety programs; responsible for State & Federally regulated CDL & DOT drug testing programs and maintains highly confidential files for same; enrolls new employees and processes enrollment changes for medical, dental, life, short term disability, pension and deferred compensation plans; acts as contact for insurance marketing representatives; computes and prepares for payment monthly insurance bills and balances premium payment reports; calculates employee payroll deductions for such plans; processes and tracks short term disability claims; assists the Director of Human Resources with the negotiation of premium rates; acts as contact to managed care representatives; assists employees with insurance problems and questions regarding benefits and employee services; assists with the presentation of new insurance plans; handles COBRA/OBRA and Medicare Secondary Payer compliance activities; assists public over the counter and by telephone providing or securing information requiring some degree of interpretation and explanation. 

OTHER JOB FUNCTIONS: Compiles orientation package and conducts new hire orientation meetings; assists Director of Human Resources in labor relations research work and may participate in labor negotiations; helps maintain employee files and other human resources department files; performs such other duties as directed or required. assists in the preparation of internal and external salary surveys; compiles, types and word processes correspondence, reports, memos and other documents; calculates and prepares wage statements and verifications of employment; regular & punctual attendance.

While performing the duties of this job, the employee is frequently required to sit, talk and hear.  The employee is occasionally required to walk; use hands to finger, handle or feel objects, tools or controls and reach with hands and arms; stoop, crouch, bend, climb.  Hand-eye coordination necessary to operate computer and various office equipment.

The employee must occasionally lift and/or move up to 20 pounds.  Specific vision abilities required by this job include close vision and the ability to adjust focus.

KNOWLEDGE, SKILL AND ABILITY: Knowledge of Workers' Compensation, COBRA/OBRA and OSHA regulations and statutes; knowledge of office practices and procedures; ability to perform business mathematical computations; ability to follow highly complex written and oral instructions; ability to deal effectively with the public, associates and employees in a courteous manner; ability to maintain the highly confidential nature of human resources work; skill in the use of modern office equipment; proficient with computer; oral communication and writing skills.
