DIRECTOR OF HUMAN RESOURCES

 

  • CLOSING DATE:   September 18, 2009
  • STARTING SALARY RANGE:     $90,000-$100,000
  • EXPERIENCE AND TRAINING: A Law degree or a Masters degree in business or public administration and not less than five 5 years personnel/human resources experience, or a bachelors degree in the above field and seven (7) years experience or any equivalent combination of experience and training.  Must have not less than two (2) years of municipal experience as chief spokesperson in the negotiation of collective bargaining agreements. Thorough knowledge of theories, principles, practices and techniques or modern human resources administration and organizational development. Must possess a valid driver’s license.

GENERAL STATEMENT OF DUTIES:  Directs and supervises the human resources and labor relations program for the Town of Enfield.  Responsible for the maintenance of personnel records, the recruitment and selection of personnel, the administration of benefit programs and employee/labor relations activities.

 

SUPERVISION RECEIVED:  Works under the general direction of the Town Manager. 

 

SUPERVISION EXERCISED:  Supervises staff assigned to the Town Human Resources Department. 

 

ESSENTIAL JOB FUNCTIONS:  Acts as chief spokesperson for the Town and, when designated, by the Superintendent of Schools, for the Board in the negotiation and administration of collective bargaining agreements; provides counsel to administrators in the administration of such agreements; counsels with employees and administrators to resolve complaints, discipline problems, difficulties and other matters related to human resources management; interprets personnel policies and procedures and makes recommendations for modifying, deleting and/or adding to the personnel policies and procedures of the Town and/or Board; establishes and maintains a system of personnel records for all employees in order to provide a comprehensive, accurate and current record of matters pertinent to employment, transfer, promotions, retirement, tenure, etc. as applicable; supervises the administration of all employee benefit programs; directs the recruitment and selection processes for all Town positions below that of Town Manager and non-certified Board of Education positions below that of Superintendent of Schools; may assist in the selection process for certified Board positions; drafts and recommends for adoption job descriptions for new positions and/or existing positions in the Town or Board service; administers the classification and compensation plans as adopted by Town/Board; coordinates employee performance evaluation programs; supervises Town and Board safety and workers' compensation programs; oversees human resources information system for maintaining statistical information on all personnel; prepares department budget; appoints and removes employees assigned to department; regular and punctual attendance.

While performing the duties of this job, the employee is frequently required to sit, talk and hear.  The employee is occasionally required to walk; use hands to finger, handle or feel objects, tools, or controls; and reach with hands and arms.  Hand-eye coordination is necessary to operate computer and various office equipment.

 

The employee must occasionally lift and/or move up to 20 pounds.  Specific vision abilities required by this job include close vision and the ability to adjust focus.

Must be able to concentrate on fine detail with some interruption.  Needs to attend to task/function for more than 60 minutes at a time.  Able to understand and relate to specific ideas, generally several at a time and to understand and relate to theories behind several related concepts.  Able to remember task/assignment given to self and others over long periods of time.

 

The noise level in the work environment is usually moderately quiet.

 

MINIMUM QUALIFICATIONS

 

KNOWLEDGE, SKILL AND ABILITY:  Thorough knowledge of theories, principles, practices and techniques of modern human resources administration; thorough knowledge of legislation and other mandates as they pertain to personnel administration and labor relations; working knowledge of and familiarity with modern data processing and information systems; considerable skill in dealing effectively as a labor negotiator; ability to organize and maintain records; ability to establish and maintain effective working relationships and communicate effectively with associates, employees, officials and general public; ability to prepare and deliver oral and written reports; initiative, dependability, judgment, honesty, emotional stability; ability to work independently.
