EXPERIENCE AND TRAINING: Bachelor's degree in accounting and five (5) years of progressively responsible experience involving accounting practices at the municipal level with two (2) years of supervisory experience. Must be bondable in the State of Connecticut. Any equivalent combination of education and experience.

HOURS OF WORK: 35 hours per week, with additional hours based on the needs of the department.
GENERAL STATEMENT OF DUTIES: This is highly technical work involving the responsibility for the collection, disbursement, custody, investment and accounting of all Town funds; and administrative work involving the direction of a broad range of municipal finance functions.
SUPERVISION RECEIVED: Reports directly to the Director of Finance.
SUPERVISION EXERCISED: Supervises accounting, bookkeeping and other personnel as assigned. Acts as Finance Director in the Finance Director's absence if assigned.
ESSENTIAL JOB FUNCTIONS: Responsible for general fund management, grant and special funds and administration of payroll; collects, identifies, controls and deposits all collections; disburses monies in accordance with prescribed practices and procedures; maintains custody of all bank accounts and cash on hand; performs detailed accounting of all transactions; prepares detailed reports; projects and monitors cash flow; initiates and takes investment transactions; maintains general ledger; prepares financial reports; ensures all financial statements are in compliance with Governmental Accounting and Reporting Principals; responsible for assisting the Finance Director with formulating intermediate and long term programs covering such department functions as administration of the financial affairs of the Town, property assessment, treasury management, administration of Town's insurance, risk management, and pension programs; preparing financial statement, and full disclosure statements to rating agencies, bankers, investors and other interested parties; planning and installing new accounting systems; assists in the development of the Town's operating budget and capital improvement programs; and assists in controlling Town expenditures within constraints of adopted budgets; regular and punctual attendance. The Deputy Finance Director/Treasurer shall not participate in purchasing or Tax Collection functions.

MINIMUM QUALIFICATIONS:
KNOWLEDGE, SKILL AND ABILITY: Thorough knowledge of accounting, auditing and financial reporting principles and practices with special emphasis on governmental finance and accounting as applied to municipalities; considerable knowledge of modern office methods and practices; considerable knowledge of municipal EDP applications; supervisory ability; ability in written and oral expression; ability to establish and maintain effective working relationships with associates and the public.
