DIRECTOR OF SOCIAL SERVICES

RATE OF PAY: to $72,700/yr
EXPERIENCE AND TRAINING: A Master's Degree from a graduate school of social work or other human services professional institution and not less than five (5) years of progressively responsible human services experience of which three (3) years must have been in a supervisory capacity, or any equivalent combination of experience and training.
HOURS OF WORK: 35 hours per week
GENERAL STATEMENT OF DUTIES: Responsible for the most effective delivery of human services to citizens with the most efficient use of individual and community resources.
SUPERVISION RECEIVED: Under the general supervision of the Town Manager.
SUPERVISION EXERCISED: Directly oversees the Directors of Divisions under the Social Service Department.
ESSENTIAL JOB FUNCTIONS: Formulates and develops a comprehensive network of social services for the Town and coordinates all possible service providers and activities within the community; serves as the Youth Services Bureau professional and the Town's administrator of the Youth Services System; acts in an advisory capacity to many Town committees to represent the local government's concern and offers guidance while insuring conformance to laws and general policy; determines the needs and kinds of service required by Enfield citizens, establishes necessary goals and objectives and finds financial and administrative solutions (funds and service providers) to satisfy these needs; writes, justifies and researches grants from the state and federal governments; regular and punctual attendance; interprets programs for citizens and Town officials and promotes community interest in the development of a local social services network; serves as the Town governments liaison to other human services agencies, both public and private; evaluates how other agencies function and examines their roles and resources and how their services or experiences can be applied; acts as the Municipal Agent for the Elderly for the State of Connecticut Department on Aging; acts as a catalyst in establishing a comprehensive and effective delivery system for Enfield citizens; facilitates inter-professional and inter-agency understanding of necessary improvements; develops and implements the Social Services Department budget; resolves union grievances.

KNOWLEDGE, SKILL AND ABILITY: Considerable knowledge about the variety of human problems that require societal and institutional responses; extensive knowledge about the profession's specific skills necessary for the effective provision of services to meet human needs and problems; considerable knowledge about the way in which communities organize institutions to provide services; ability to find out the needs of the community, to energize the available resources and to implement possible solution; broad knowledge of researching, planning and programming community social services; ability to understand the provisions of state and local law; ability to write and interpret grants and to prepare written reports describing the department's operations and programs to the local government and its citizens; ability and skills in community organization and development; ability and skills in administrative operation and management.
