Request for Qualifications

Engineering Services

The Town of Enfield is seeking to engage a Consulting Engineering firm(s) to provide engineering services for the following projects:

 

Freshwater Boulevard/ Cranbrook Boulevard

Intersection and Signal Improvements

The Engineering firm will be required to prepare contract design plans, assist in acquisition of any necessary permits, compilation of construction contract specifications and bid documents along with construction inspection and contract administration.  This project will include pavement widening, minor drainage and signal modifications.  The preliminary construction estimate is in the range of $300,000.

 

The Town has the base survey information and the preliminary design started.

 

Gordon Lane Channel Slope Stabilization

The Engineering firm will be required to prepare contract design plans, assist in acquisition of any necessary permits, compilation of construction contract specifications and bid documents along with construction inspection and contract administration.

Connecticut River Fishing Access

The Engineering firm will be required to prepare contract design plans, assist in acquisition of any necessary permits, compilation of construction contract specifications and bid documents along with construction inspection and contract administration.

 

The Town has a concept plan for a parking area and walkway over the railroad and down to the Connecticut River’s edge.

 

The Consulting Engineers (firms) will be evaluated and selected as “qualified” based on design and technical competence, the capacity and capability to perform the work within the time allotted, past record of performance, and knowledge of Federal, State and Town procedures, appropriately weighted in descending order of importance.

 

The design, permitting and bid package work, up to and including the bid results review, shall be submitted on a lump sum basis.  Construction inspection and contract administration fees for each project shall be submitted on a cost plus basis.

 

The selected firms must meet all Town of Enfield, State and Federal affirmative action and equal opportunity practices.  The selected firm(s) may be required to meet all DBE requirements as determined by the Connecticut Department of Transportation.

 

A letter, together with general information on the firm and proposed subconsultants, the firm’s brochure, current Federal GSA Form SF-330, experience of the firm, and a resume of key personnel should be addressed to Kimberly Marcotte, Interim Director of Finance, Town of Enfield, 820 Enfield Street, Enfield, CT 06082.  Additionally, all interested firms must submit a detailed statement including the organizational structure under which the firm proposes to conduct business.  Proposed subconsultants should be clearly identified.  The relationship to any “parent” firm or subsidiary firm, with any parties concerned, must be clearly defined.  Five (5) copies of the required information must be submitted.

 

Personnel in responsible charge of the project(s) will be required to possess and maintain a valid Connecticut Professional Engineer’s License.  All letters of interest should be identified with “ Intersection Stabilization Access” on the outside of the envelope and must be delivered to the Office of the Director of Finance prior to 12:00 noon on November 29, 2007.  Responses received after that time and date will not be considered.
