   INVITATION TO BID

   RECONSTRUCTION OF POST OFFICE ROAD AND TOWN FARM ROAD

   FEDERAL PROJECT NO. HPP-STPH-H011(002)

   STATE PROJECT NO. 48-186

DECEMBER 30, 2009

 

Sealed bids for the project named above will be received at the office of the Director of Finance until 11:00 A.M., Wednesday, January 20, 2010. Thereafter, bids will be opened in public and read aloud. The Enfield Finance Department is located at the Enfield Town Hall, 820 Enfield Street, Enfield, CT 06082.  Bids received after 11:00 A.M. on January 20, 2010 will not be accepted. NO EXCEPTIONS.

 

Reconstruction of Post Office Road/Town Farm Road, from 120 feet easterly of the Post Office Rd./Raffia Rd./Simon Rd. intersection to 142 feet easterly of the intersection improvements with Abbe Road and Town Farm Road, a distance totaling approximately 6,680 feet.  The reconstruction includes, but is not limited to, full depth pavement reconstruction; widening of bridge no. 3944 over the Scantic River, installation of riprap for scour protection of the abutments, control and removal of invasive vegetation; construction of a 10 foot wide bikeway along the length of the project; replacement of an existing water main; new drainage system, curbing and landscaping.

 

  There will be a Disadvantaged Business Enterprise (DBE) sub contractor goal of no

   less than twelve (12%) percent of the total Contract value.

 

An approved Affirmative Action Plan shall be presently filed with the State of Connecticut  Department of Transportation.

 

  The pre-bid meeting is scheduled for Monday, January 11, 2010 at 820 Enfield  

  Street, Enfield, CT. in the Town Council Chambers starting at 9:00 A.M.

  Attendance is strongly recommended.

 

  The minimum rates to be paid labor for the various classifications shall be in

  accordance with current Federal Wage Rate Determinations and the schedule of

  wages established by the State Labor Commissioner as provided in the General

  Statutes of Connecticut, as revised whichever is applicable. The Contract Wage

  Certification Form is to be submitted to the Connecticut Labor Commissioner after                       

  the award of the contract.

 

  Plans and Specifications will be available on December 30, 2009 at 8:00 A.M. local     

  time and may be procured at The Town of Enfield Engineering Division between

  8:00 A.M. and 5:00 P.M., Monday through Friday, located on the second floor of

  the Enfield Town Hall at 820 Enfield Street, Enfield, CT. 06082. Copies of the

  Contract Documents may be purchased for One Hundred Dollars ($100.00)

  (refundable) for each set. Form 816 Standard Specifications may be purchased at

  the Connecticut DOT Plans Sales Office, 160 Pascone Place, Newington, CT.

 

  

  Prospective bidders that find omissions, discrepancies and/or errors in or between    

  the plans, specifications, quantities and other matters, must immediately notify

  Jeffrey S. Bord P.E., L.S., Town Engineer at the Town of Enfield, Engineering

  Division, Town Hall, 820 Enfield Street, Enfield, Connecticut 06082, in writing not

  less than ten (10) days before the scheduled bid opening.

 

  One (1) original and two (2) copies of completed bid forms and attachments shall be

  submitted. All proposals must be on forms furnished with the Contract Documents.

  Bids must be accompanied by a certified check or Bid Bond in writing on forms

  provided by the Town of Enfield in the amount of at least 10% of the amount of the

  Bid and payable to the order of the Town of Enfield. The successful Bidder will be

  required to furnish and pay for a Performance Bond and a Labor and Materials

  (Payment) Bond in the amount of one hundred percent (100%) of the Contract price. 

 

  The right is reserved by the Town of Enfield to reject any and all Bids, to waive any

  informalities or defects in Bids, and make such time extensions as may be 

  necessary in order to review and compare Bids, to obtain such supplemental 

  information as may be necessary to review Bids and to accept Bids that, in the

  judgement of the Town of Enfield will be in the Town’s best interest.
