Construction Inspection Services

The Town of Enfield is seeking to engage a Consulting Engineering firm to provide construction inspection services for the following project:
State Project No. 48-186 – Post Office Road Reconstruction
The project will reconstruct Post Office Road from approximately Raffia Road Intersection easterly to the intersection of Town Farm and Abbe Road, a distance of 1.3 miles. Post Office Road changes to Town Farm Road at the Scantic River Bridge crossing. This project includes full depth reconstruction to uniform width of 30 feet with improvements to the horizontal and vertical alignments. In addition, a new drainage system will be installed within the project limits. On the north side of the roadway, a bike/pedestrian walkway is being proposed along with improvements to the bridge.
The Engineering firm will be required to provide without limitations Contract Administration, Construction Management and Inspection Services. The construction cost estimate for the project is $9,000,000.00.
The Consulting Engineering firm will be evaluated and selected as “qualified” based on technical competence, the capacity and capability to perform the work within the time allotted, past record of performance, and knowledge of Federal, State and Town procedures, appropriately weighted in descending order of importance.
Contract Administration/Management & Construction inspection fees for the project shall be on a fixed fee cost plus basis.
There will be a Disadvantaged Business Enterprise (DBE) sub consultant goal of no less then twelve percent (12%) of the original agreement value as required by the Connecticut Department of Transportation.
The selected firms must meet all Town of Enfield, State and Federal affirmative action and equal opportunity practices.

A letter, together with general information on the firm and proposed sub-consultants, the firm’s brochure, current Federal GSA Form SF-330, experience of the firm, and a resume of key personnel should be addressed to Lynn Nenni, Director of Finance, Town of Enfield, 820 Enfield Street, Enfield, CT 06082. Additionally, all interested firms must submit a detailed statement including the organizational structure under which the firm proposes to conduct business. Proposed sub-consultants should be clearly identified. The relationship to any “parent” firm or subsidiary firm, with any parties concerned, must be clearly defined. Five (5) copies of the required information must be submitted.
Personnel in responsible charge of the project will be required to possess and maintain a valid Connecticut Professional Engineer’s License. All letters of interest should be identified with “Post Office Road Reconstruction” on the outside of the envelope and must be delivered to the Office of the Director of Finance prior to 12:00 noon on November 10, 2009. Responses received after that time and date will not be considered.
