TOWN OF ENFIELD, CONNECTICUT

REQUEST FOR QUALIFICATIONS

ENGINEERING SERVICES

The Town of Enfield is seeking to engage a Consulting Engineering firm to provide engineering services for the preparation of contract plans and documents for the following transportation project:

 

Post Office Road/Town Farm Road Reconstruction

 

The Consulting Engineer may also be required to provide survey, prepare environmental documents and perform construction inspection.  The total estimated construction cost of the project is expected to be in the range of $3.2 million, based on 2000 prices.

 

The Consulting Engineer will be evaluated and selected based on design and technical competence, the capacity and capability to perform work within the time allotted, past record of performance, and knowledge of Federal, State and Town procedures, appropriately weighted in descending order of importance.

 

The design fee for the project will be negotiated on a Lump Sum basis.  Permit application preparation will be part of the design process.

 

The survey and construction inspection fees for the project will be negotiated on a cost-plus basis, if the services are required.

 

Firms responding to this request should be of adequate size and sufficiently staffed to perform the assignment described above.

 

The selected firm must meet all Town of Enfield, State and Federal affirmative action and equal employment opportunity practices.

 

A letter of interest, together with general information on the firm and proposed subconsultants, the firm’s brochure, current Federal GSA Forms 254 and 255, experience of the firm, and a resume of key personnel should be addressed to:  Gregory Simmons, Finance Director, Town of Enfield, 820 Enfield Street, Enfield, CT 06082.  Additionally, all interested firms must submit a detailed statement including the organizational structure under which the firm proposes to conduct business.  Proposed subconsultants should be clearly identified.  The relationship to any “parent” firm or subsidiary firm, with any of the parties concerned, must be clearly defined.  Five (5) copies of the required information should be submitted.

 

Personnel in responsible charge of the project will be required to possess and maintain a valid Connecticut Professional Engineer’s License.  All letters of interest should be identified with ²Post Office Road/Town Farm Road Reconstruction² on the outside of the envelope and must be delivered to the Office of the Director of Finance prior to 12:00 noon on February 1, 2002.  Responses received after that date will not be considered.
