Contract and Specifications
for
Prospect Street
Storm Drain Replacement
Contract No. 1

Sealed bids for the Prospect Street Storm Drain Replacement, Town of Enfield, Connecticut shall be received by the Finance Director until 2:00 p.m. prevailing time on January 19, 1999 at the office of the Finance Director, Town Hall, 820 Enfield Street, Enfield, Connecticut 06082, at which place and time they shall be opened publicly and read aloud.

The work includes the installation of a new storm drain crossing under the existing railroad tracks by means of the jacking method, installation of three (3) new sewer manholes, and disconnection and grouting of the existing sewer box culvert. All work must be completed within 120 calendar days.

Contract Documents including drawings, specifications, bid forms, performance bond requirements and the form of contract are on file and may be examined at the office of the Engineer, SEA Consultants, Inc. 750 Old Main Street, Suite 100, Rocky Hill, CT 06067, or at the Public Works Administration Office, 40 Moody Road, Enfield, Connecticut 06082.

Drawings and Specifications may be obtained at the Public Works Administration Office, 40 Moody Road, Enfield, Connecticut 06082, on every working day prior to the opening of bids between the hours of 9:00 a.m.and 4:00 p.m.

Each set of Drawings and Specifications shall consist of one copy of each Drawing and one bound copy of the Specifications and shall be available for the deposit specified. To obtain a set of Drawings and Specifications, a potential bidder must deposit a check of $50.00 payable to the Town of Enfield. This check does not need to be certified but, for record keeping purposes, should have the company name and proper address imprinted on it. Cash is unacceptable. Bidding documents shall be mailed, if requested, upon receipt of an additional check in the amount of $15.00 also payable to the Town of Enfield as a nonrefundable postage and handling fee and should include a Street (not a P.O. Box) Address suitable for commercial carrier delivery. Please do not combine amounts into one check. Document deposits shall be refunded upon return of the documents in good condition within fifteen (15) days after the opening of general bids. Drawings and Specifications must be returned to the Pulbic Works Administrationi Office for refunds of deposits; no Drawings and Specifications shall be accepted at the bid openings.

General Bids must be submitted on prescribed forms, enclosed in a sealed envelope bearing on the outside the bidder's name and address and titled "Bid for Prospect Street Storm Drain Replacement", and addressed to the Finance Director, Town Hall, 820 Enfield Street, Enfield, Connecticut 06082.

 

It is the desire of the Owner that a positive effort be made on the part of the Contractor to commit a portion of the Contract to a Minority Business Enterprise. Minority Business Enterprise (MBE) and Women's Business Enterprise (WBE) policies of the State of Connecticut and the Town of Enfield are applicable to this Contract. The goals for this project are a minimum of nine (9) percent MBE participation and four (4) percent WBE participation by state-certified MBEs and WBEs. The bidder shall submit with his bid completed CWFM-1 revised MBE/WBE verification forms included in the appendices of these Specifications. Failure to comply with the requirements of this paragraph may be deemed to render a proposal nonresponsive.

Each General Contractor must deposit with his bid, a bid security in the amount of 10 percent of the bid price and in a satisfactory form and as provided in the Instructions to Bidders. No proposal may be withdrawn for 90 days, Saturdays, Sundays, and legal Holidays excluded, after opening of bids. The successful bidder shall be required to furnish five (5) copies of a Labor and Materials and a Performance Bond each equal to 100 percent of the contract price.

The Town reserves the right to waive any informalities; to reject any or all proposals. A proposal which includes for any item a bid that is abnormally low or high may be rejected as unbalanced. The right is also reserved to accept any proposal deemed to be best for the Town of Enfield. In any event, general bids to be deemed acceptable shall conform in each and every way to all applicable Connecticut General Statutes.

A prebid conference shall be held at the Enfield Wastewater Treatment Plant, 90 Parsons Road, Enfield, CT at 10:00 a.m. prevailing time on January 5, 1999. All interested Contractors are urged to attend.

Materials and supplies used or incorporated in the performance of this contract are exempt from the sales and use tax.
