TOWN OF ENFIELD
REQUEST FOR QUALIFICATIONS
LANDSCAPE ARCHITECTURAL AND ENGINEERING SERVICES
FOR IMPROVEMENTS TO OUTDOOR ATHLETIC FIELDS
AT FERMI AND ENFIELD HIGH SCHOOLS.
Qualification statements are being requested for Design/Engineering Services, for New ,and Improvements to, Outdoor Athletic Fields at Enfield and Fermi High Schools, Enfield, Connecticut.
The Services will consist of design, engineering and environmental science services for new and improvements to the Athletic Fields at both schools and a thorough review and confirmation of the feasibility study performed by Milone and MacBroom dated June 7, 2004. Such review and confirmation will provide the necessary direction for providing concurrent preliminary/schematic design for each location taking into account any improvements required to the surface and subsurface based on existing conditions as outlined by an independent soils analysis and surveyor. The Service to be provided is to include product and material comparisons presented to the Committee for final acceptance and provide specifications parameters on those accepted materials for design/bid/build set of documents. In addition the services will include bidding/negotiating, review and award of a design/build contract, and providing quality assurance reviews for the Owner of design/build construction documents, and construction administration to assure compliance with the over all intent of the design in support of the athletic program requirements. Regular site review and confirmation of material and product installation and review of final project closeout will also be required. This position represents the Owner, and as such the selected person/firm will be contractually restricted from proposing or providing design services to and under the design/builder's contract responsibilities for these projects.
The Work at Enfield High School covers approximately 20 acres of property located to the west of the school building, with new and/or reconstruction of the football field and running fat track, two baseball fields, two softball fields, two soccer fields, two hockey fields and one practice football field. The Work at Fermi High School consists of approximately 16 acres of property located easterly of the school building, with existing football field and running track, two baseball fields, one softball field one practice softball field, soccer field, and practice football field. During construction, only one location will be worked on at a time. Construction work for each location will not be performed concurrently. Construction for one site is to be complete on or before August 2007, with the other site to commence construction soon after the completion of the first property.
Request for Qualification Requirements may be obtained by pickup at Department of Public Works 40 Moody Road, Enfield, CT 06082 during the hours of 9:00am to 4:00pm on or after February 27 2006; or by written request on company letter head faxed to the office of the Town of Enfield Public Works, Attention: Joanne Larson 860-272-1143. All written requests for mailing the RFQ must provide a federal express account number for over night distribution with the company name, complete address and attention persons clearly outlined. No other form of request or distribution will be provided.
All questions regarding this RFQ must be directed to Town of Enfield Public Works, Attention: Colleen Brand and must be received by 5:00pm March 15, 2006 for response by March 16, 2006. All questions must clearly provide the company name, name of person inquiring and fax a number for response. After March 15, 2006, we will not respond to any further questions or distribute any further requests for the RFQ documents.
Submit seven (7) signed copies of the Qualification Statement sealed and delivered to the office of the Director of Finance, Town Hall, 820 Enfield Street, Enfield, CT 06082, on or before 11:00 AM, Wednesday March 22, 2006. Qualifications delivered after that time will not be accepted. Qualifications Statements submitted will be opened publicly at that time and read aloud. The right is reserved to reject any and all submittals or to waive defects in same if deemed to be in the best interest of the Town of Enfield. The name of the project must be clearly marked on the envelope of all sealed submittals, Enfield/Fermi High School Athletic Fields RFQ. Submittals can not be withdrawn for a period of 90 days from date submitted.
It is the intention that commencement of the design services would begin on or about March 31, 2006 with completion of the design/build bid documents no later than June 9, 2006.
