PEARL STREET LIBRARY EXTERIOR RESTORATION
March 7, 2006
Sealed bids will be received on General Contracts for exterior restoration of the Pearl St. Library, Enfield, CT.
“The Work” consists of removal of existing gutter system and replacement with historic original Yankee gutter system; repair and/or replacement of the under soffit material and framing, cornice, egg and dart facia and trim due to deterioration; replacement of roof systems at the two bay areas either side of the building and existing slate and shingle roof; repairs to existing chimney; replacement and/or restoration of existing windows, doors and frames (excluding main entry), and restoration or replacement of existing main steps leading into the building. This building is recognized as a Carnegie building; however it is not a registered historic building. Historic restoration and/or replication is to be followed as called for in Bidding Documents prepared by the Architect, Capital Studio Architects, LLC, 1379 Main Street, East Hartford, CT 06108, (860) 289-3262.
This is a municipality project and as such, bidders must comply with all State mandated acts and provisions. Bids shall include prevailing wage rates with the Lump Sum for the total Work.
Copies of the Bidding Documents may be obtained at the office of the Town of Enfield Public Works office, 40 Moody Road, Enfield, CT 06082 during the hours of 9:00am to 4:00pm on or after March 8, 2006. There is $25.00 retainer that is refundable if the plans and specifications are brought back to the Department of Public Works in good condition within 20 calendar days from the bid due date. Plans and specifications are limited to 2 sets per contractor. No partial sets of documents will be issued and no sets will be mailed. Bidding Documents may be examined at the F. W. Dodge Plan Rooms in Rocky Hill, CT and at the Department of Public Works, Town of Enfield, 40 Moody Road, Enfield, CT.
Prepare proposal on the Bid Form provided. Submit four (4) signed copies of the Bid sealed and delivered to the office of the Director of Finance, Town Hall, 820 Enfield Street, Enfield, CT 06082, on or before 11:00AM, Wednesday, April 19, 2006. Bids delivered after that time will not be accepted. Bids will be opened publicly at that time and read aloud. The right is reserved to reject any and all bids or to waive defects in same if deemed to be in the best interest of the Town of Enfield. The name of the project must be clearly marked on the envelope of all sealed bids. Bids may not be withdrawn for a period of 60 days after the due date for submittal without the written consent of the Owner.
A mandatory Pre-Bid Conference will be held at 10:00 a.m., Friday, March 17, 2006, at Pearl St. Library, 159 Pearl St., Enfield CT All Bidders are required to attend and participate in the conference to be considered for the work. The Town of Enfield will forward the Pre-Bid Conference meeting notes, sign in sheets and addenda to only those contractors or subcontractors who attended the mandatory Pre-Bid Conference. It will be the responsibility of those contractors that attended the Pre-Bid meeting to provide all required bid documents to those subcontractors they wish to include and list as part of their bid.
A Bid Security of ten percent (10%) of the bid shall be filed with the Bid. and may be either a certified/cashiers check or a Bid Bond made payable to the Town of Enfield. The successful Bidder shall furnish Performance and Labor and Material Payment Bonds, each for 100 percent of the Contract Sum following notice of award. A certificate of insurance with the Town of Enfield and its Consultants and Representatives named as additional insured, must be submitted with the bid package.
It is the intention to issue letter of intent on or about April 24, 2006 with mobilization on or about June 19, 2006 and shall be at substantial completion no later than September 22, 2006. In the event The Work is not completed on or before the agreed upon date, and time being of the essence, the successful Bidder shall agree to pay liquidated damages as stated in the Bidding Documents.
