Road Opening Permit Procedure
Road Opening permits are required from all contractors proposing to do any work within the Town’s right of way, excavation or driveways. The Town’s right of way is typically about ten feet (10') into the front yards from the edge of road pavement. This ten foot area is typically where you find fire hydrants, utility poles and sidewalks. Traffic management plans are required for all road opening permits and will be reviewed and approved by the Engineering Office and Enfield Police Traffic Safety.
Excavations
Applicants, proposing to do excavation work within the Town’s right of way, need to provide insurance and a $10,000 bond, to the Engineering Office, prior to applying for a Road Opening Permit. The minimum insurance requirements are posted on the Town’s website along with the Town’s bond form. Applicants, proposing to do excavation work within the Town’s right of way, need to fill out an Road Opening Permit application form located below, along with a sketch, diagram or plan of sufficient detail to depict the proposed work along with a traffic management plan. The traffic management plan must comply with the Town’s Opening, Excavation, Obstructing Streets Policy, which is shown in the links below. Several examples of standard MUTCD traffic control patterns are attached in the link below labeled Traffic Control. The permit application form, sketch diagram or plan and traffic management plan is to be submitted to the Engineering Office with a check, made out to “Town of Enfield,” for $50.
Driveways
Applicants, proposing to do driveway work with the Town right of way, need to provide insurance and a $5,000 bond, to the Engineering Office, prior to applying for any driveway permits. The minimum insurance requirements are posted on the Town’s website along with a driveway bond form. Applicants, proposing to do driveway work within the Town’s right of way, need to fill out an Road Opening Permit application form located below, along with a sketch, diagram or plan of sufficient detail to depict the proposed work along with a traffic management plan. The traffic management plan must comply with the Town’s Opening, Excavation, Obstructing Streets Policy, which is shown in the links below. Note: Residential properties with one existing driveway opening onto a Town street require approval from the Planning Office for any additionally desired driveway openings onto a Town street.
